By: Maria Flora The Frankie Flora Bill will hold dog owners strictly liable for medical expenses. The news conference is hosted by Senator Terry Gipson (D-Poughkeepsie) In 2012 Senator Breslin proposed S.1191- an act to amend the general obligations law, in relation to liability of owners for dog bites. "I am hoping that the legacy of what Frankie had to endure as a victim of a vicious mauling will give him the opportunity to bring positive change for all the people of New York," states Maria Flora, mother of Frankie Flora. Caress Garten, author of “On Behalf of Innocents” supports the bill. “There are dogs today that can kill you with the first bite. Now is the time to change the one bite rule for the citizens of New York State," says Garten.
