Associated Right of Way Services, Inc., Hires Garrett Dowd, New AR/WS Consultant

PLEASANT HILL, Calif. - April 3, 2013 - PRLog -- PLEASANT HILL, CA–Garrett (Gary) Dowd, former Director of Real Estate Services for the San Francisco Public Utilities Commission (SFPUC), has joined Associated Right of Way Services, Inc., (AR/WS) as a right of way consultant providing program management and delivery of projects with multi-agency involvement.

In management positions with the SFPUC, Dowd was responsible for all property acquisition, sales, leasing, facilities management and property development activities for SFPUC land holdings, which include more than 60,000 acres of watershed lands; 250 miles of pipeline and power line rights of way; 900 miles of sewer lines; and numerous pump stations, reservoirs, power plants and waste water treatment facilities. He was first hired by the SFPUC in 1994 as a Senior Real Property Officer.

Dowd began his industry career with Caltrans in 1988 as a Right of Way Agent. In that capacity, he handled a variety of responsibilities for the State including major work on the post-Loma Prieta earthquake Cypress Freeway reconstruction; acquisition and relocation of a U.S. Postal Service parking lot and project oversight for the construction of a multi-million dollar parking garage; relocation and rebuild of a City of Oakland fire station; and liaison assignments with California railroads in the San Francisco Bay Area.
