American Toddler Endangered and Missing in Middle East, Call For Immediate Action by UAE Authorities
21-Month Old Caroline Grace Peters Kidnapped in Dubai by Father Charles Peters, Who is Defying Laws of Both UAE and US in Refusing to Return Child to Mother. Pleading for Involvement of UAE, US and INTERPOL to Reunite Caroline with Mom
Caroline was first kidnapped by Charles Peters, a Dubai ex-pat, on March 27, 2012. Charles is contracted to work in the UAE for Shamal Solutions, which is a company that is in a joint venture with NEK Australia owned by US parent company, NEK Advanced Securities Group, Inc.
After several months of forced separation and working through the US legal system to gain US custody of Caroline, Stacy travelled to Dubai on September 1 with the hopes of seeing her daughter and reaching a custodial agreement with husband Charles, who has no legal custodial rights to Caroline. However, expectations were not met. Stacy was only allowed short periods of time with Caroline under Charles’ strict terms and supervision, and he would not agree to custodial terms unless she first dropped US charges against him.
Charles Peters, West Point graduate and veteran of the U.S. Army, Special Forces, has been in contempt of US court since May 15, 2012 when Judge Gassaway of the Montgomery County Circuit Court in Tennessee, granted sole custody of Caroline to Stacy, who had suffered severe mental, sexual and physical abuse at the hands of husband Charles. That order declared that Charles’ actions constitute constructive and actual child abduction and kidnapping and that he must return Caroline to the United States. It expressly determined that Charles Peters retained Caroline outside the United States with the intent to obstruct Stacy’s lawful exercise of parental rights.
Because Judge Gassaway’s order had not been enforced by US or UAE authorities, Caroline Grace Peters is now missing again – her safety and wellbeing at risk under her father’s care. Since October 10, Dubai Courts ordered UAE police to take any and all force to incite the release of Caroline to her mother but have been unsuccessful in all attempts to contact Mr. Peters.
Immediate action is critical to protect Caroline, a missing child as identified by the National Center for Missing and Exploited Children. Stacy Peters and her more than 2,300 supporters on Facebook at Bring Baby Caroline Home urge the involvement of and diplomatic collaboration between the following parties:
To locate Caroline and pursue criminal investigation against Charles Peters:

To unconditionally advocate the immediate return of Caroline to the United States; to strongly urge INTERPOL to include Caroline in the missing children database and issue a Yellow Notice to help locate her; and to request that the Dubai Police urgently locate the child and turn her over to the custodial mother:

Adding complexity to this situation, Stacy recently gave birth in Dubai to a second daughter, which DNA tests at the insistence of Charles proved was his child. Charles has effectively abandoned his wife and second daughter, a serious offense in the UAE, by providing no financial support and refusing to sign the newborn’s birth certificate, hindering the process to obtain a passport.
