Monica Conyers Recieves Full 12 Months Halfway House via Second Chance Act

April 21, 2012 - PRLog -- Monica Conyers officially received a full 12 months of halfway house this week, (4/16/2012), as a result of the Second Chance Act of 2007. A quick look on the Bureau of Prisons, BOP, website verified that Monica Conyers was under the supervision of the Raleigh CCM, i.e., Community Corrections Manager, i.e., Halfway House. Ms. Conyers BOP outdate is 5/16/2013. She is going to a halfway house a full 12 months prior to her release date. “Inmates are eligible to be considered for additional halfway house or home detention”, stated Michael Frantz, a Federal Prison Consultant, “but few receive any unless they are represented by a Consultant that knows the system, the law, and how to lay the foundation for successful eligibility.” Frantz, Director of Jail Time Consulting and pioneer of the Second Chance Act additional halfway house and home detention programs said, “This is good news for those inmates who are eligible for the Second Chance Act and require that additional time in a halfway house to successfully acclimate back into society and avoid the pitfalls of recidivism.”  

Ms. Conyers in a related Detroit Free Press article dated April 17, 2012, stated the reasons why she felt she was entitled and eligible to go to a halfway house via the Second Chance Act for a full 12 months. A letter was sent to her sentencing judge asking if she could serve the rest of her time at home. Frantz stated that a recommendation by the sentencing judge is one of the five criteria in the original Second Chance Act law and one of the important points in Jail Time’s program. Additional criteria are contained in a June 24, 2010 Memorandum issued by the BOP Central Office. Frantz stated that the Jail Time’s Second Chance Act Programs, both the Initial SCA Program© and the Enhanced SCA program© are used concurrently to ensure the maximum amount of halfway house time for their clients.

The Second Chance Act was designed by Congress to be a solid piece of bipartisan legislation. This legislation was to help protect the rights of ex-convicts, provide education and reentry programs which in turn would help to lower the recidivism rate. A major aspect of the Second Chance Act was designed to improve federal prison offender reentry. It's a good idea, but the federal government and the Bureau of Prisons must follow through— until now they haven’t. Money was to be set forth for new programs to assess each federal prisoner’s skill level including academic, vocational, health, cognitive, interpersonal, daily living, and related reentry skills.

One significant aspect of the Second Chance Act was to allow federal prison inmates to be considered for up to one year in a halfway house, part of which could be spent in home detention, to better enable them to adjust and acclimate to their reentry into the real world. Up to 10% of their time served could be spent in home detention. The old law stated that federal prison inmates were only permitted 10% of their net sentence or six months of halfway house time, whichever is less and no home detention. If an inmate does not receive the benefits of the Second Chance Act he or she is stuck with the old law. Some inmates with short sentences are not even getting any halfway house time. Frantz and Jail Time Consulting are changing all that. Both the Initial Second Chance (SCA) Program© and the Enhanced SCA Program © work hand in hand to help the inmate be eligible for the maximum amount of halfway house time and home detention—a full 12 months.
