Health Boards in Ireland could save €millions if e-Rostering successes seen in UK are replicated

March 22, 2012 - PRLog -- In a paper published today, SMART, the leading supplier of innovative workforce management solutions to the NHS, explains how savings that have been achieved at high profile health trusts and boards across the UK, could be replicated in Ireland.   The case studies quoted show how significant savings can be made, while maintaining and improving quality patient care, by more efficient use of existing resources without incurring job losses.  The paper explains how leading London Hospital the Royal Free Hampstead NHS Trust is on track to save €5million per year by simply reducing reliance on agency workers.  This level of saving is similar to those targeted by the HSE in its Service Plan 2012, where it states that costs for temporary, agency and overtime payments should be halved.

Tristan Spencer, Director of Health Division at SMART commented, “The business case for deploying e-rostering and bank management systems is well proven on paper, but some health boards still balk at the potential disruption.  However, the experience of many of our customers in the UK, is that implementing these systems often act as a positive catalyst for change.

“As health boards in Ireland, along with those in England, face huge budget cuts, harnessing technology and looking at new ways of working has to be seriously considered.  Based on our experience working with many trusts during Workforce Efficiency Assessments, we see average annual savings of €35k per ward or €1200 per employee.  However, for many health authorities the savings can be much more.”

At Maidstone & Tunbridge Wells NHS Trust, by implementing more efficient rosters and bank management, they have saved 1% of the total nursing budget by reducing ‘head room’ allowance from 24% to 23%.  ‘Head room’ contingency is the extra staff needed above established requirements to ensure that there is cover for holidays, sickness and other absences.  

At Western Health & Social Care in Northern Ireland, the deployment of e-rostering has acted as an agent for change, allowing the health board to move from the traditional 12 hour ‘long-day’ shifts, to more efficient and more family friendly shorter shift patterns.  

Tristan Spencer concludes, “As we have seen at our highly successful roundtable events held at various locations throughout Ireland, there is certainly a willingness to look at workforce management systems.  Health Boards and the HSE now need to take the plunge and start deployment, if savings are to be made in time to meet current budgets.”
