The ice and rain may accumulate on several inches of snow. Rain and possible thunder is predicted for southern Pennsylvania to Virginia. The La Nina effect, which has affected the US and is blamed for the severe drought of 2011, will last into the spring of 2012. The US Climate Prediction Center (CPC), predicts that it will weaken and dissipate between March and May.
