This is evidenced particularly by the plight of Poland's Fabryka Samochodow Osobowych (FSO) car facility which is owned by Ukraine's UkrAvto. When the company's contract to assemble General Motors Company (GM)'s Aveo model ended in February, the lack of other business led to the company going into effective hibernation and laying off most of the workforce. However, Poland is an attractive location for overseas car manufacturers. For a EU member country it has a lowcost production base and a skilled workforce. It is also the location for a large number of parts suppliers which has helped create an integrated auto industry. This makes it an attractive European base for carmakers from non-EU countries that are looking to break into new markets. FSO has attracted the interest of India's Tata Motors and Mahindra and Mahindra as well as China's Chery Automobile. BMI is confident that Poland's auto industry is well placed to achieve production growth averaging 5% per year between 2011 and 2015 and we expect the country to be producing more than 1mn units a year as early as 2013. Evidence of the potential of the industry can be seen in the way General Motors Company (GM) has turned around production difficulties at its Gliwice plant. In 2009 production had tumbled 43% to just 96,700, but this year, with demand for the Astra model strong, GM hopes to reach close to the operating capacity of 220,000 units a year. The company has also announced that the plant will produce its new small cabriolet model when it hits the market in 2013. Further evidence that the market has confidence in the Polish auto sector can be seen in the continued investment in the suppliers of auto parts. Since the beginning of the year Volkswagen (VW) have signed a EUR40mn (US$55mn), four year contract with automotive supplier Boryszew Maflow for car air conditioning systems. Japanese automotive parts supplier NSG Group is planning to invest in excess of US$120mn to develop the business of its Pilkington Automotive while French auto supplier Faurecia has revealed plans to invest close to EUR10mn in new production lines for car interiors. Europe's recent economic difficulties have undoubtedly postponed the growth of Poland's auto sector but BMI believe that fundamentally the industry remains strong and that it stands ready to take advantage of any upturn.
