June 7, 2011 - PRLog -- The Q311 Bulgaria report contains updated operational and financial data for the country's major network operators. Based on figures published by Bulgaria's three largest mobile operators - Telekom Austriabacked Mobiltel, Globul, which is owned by OTE of Greece, and the incumbent Vivacom - we estimate that the mobile subscriber base grew by 1.24% in 2010. This figure has been revised upwards from 0.6% in Q211 on the basis of an unexpected return to positive mobile subscriber growth in Q410 where the largest operators added 50,000 subscriptions. Our previous estimate was based on the continued loss of subscribers from Q310 which had seen a decrease of 6,000.

Periodic declines in subscriber numbers have become a feature of the Bulgarian mobile market with negative growth in four of the past eight quarters throughout 2009 and 2010. BMI believes that mobile customer bases are reflecting the impact of compulsory SIM card registration. Going forward, BMI expects compulsory SIM registration will continue to negatively impact the sector in 2011. There will therefore, be another year of weak growth with new customer additions being balanced by further deactivations. However, just as growth in the overall subscriber base stagnates and even declines, Bulgaria's mobile operators will continue to focus on expanding postpaid subscriber segments and developing high-speed mobile data services.

None of Bulgaria's mobile operators publish figures on the number of 3G subscribers on their networks; however, BMI believes the sub-segment has grown strongly in recent years. We estimate that by the end of 2010 almost 9.5% of the country's mobile customer base had 3G enabled handsets, and in 2010 Bulgaria experienced an increase in the number of mobile broadband subscribers which accelerated in the second half of the year. These are customers who use devices such as netbooks, smartphones and USB sticks to connect to the internet wirelessly through a high-speed (3G/HSPA) network.

BMI estimates that broadband subscriber base grew to reach 1.17mn at the end of 2010. This figure includes mobile broadband subscriptions and is equivalent to a penetration rate of 15.5%. In addition to the spread of mobile broadband services, recent broadband subscriber growth has been driven by market consolidation, the development of competition and the spread of non-DSL wireline technologies such as cable and optical fibre. The cable sector has become an important area of competition, which even the mobile operators have been keen to enter. In September 2010 Mobiltel entered the cable sector when it agreed to buy two cable TV networks Megalan Network and Spectrum Net, and merge them with its mobile services. This acquisition was completed in Q111.

Meanwhile, in November 2010 it was announced that at least 11 Bulgarian cable operators and ISPs merged to form one company called Bulgarian Telecom and Television (BTT). According to local news reports, the enlarged company has a presence in 40 cities and 110 towns and villages, giving it coverage of nearly 1mn households and more than 150,000 subscribers. Other notable developments which could affect the development of Bulgaria's telecoms sector include the news that Dubai-based Oger Telecom was close to becoming a strategic investor in Bulgarian incumbent operator Vivacom (formerly known as BTC); however, it later pulled out of the deal without explanation.
