Paul Biya, President of Cameroon and Human Rights in Cameroonian Society

The President of Cameroon, Paul Biya, has taken on the good fight for the respect of human rights, a sector with a bad track record in Cameroun. The human rights in Cameroonian society will be tight connected to the Twelve Labours of Hercules.

May 31, 2011 - PRLog -- Yaoundé, Cameroon – After Cameroonian society passed through a restoring political pluralism process and Cameroon is now seen as a modern nation, the President of Cameroon, Paul Biya, has taken on the good fight for the respect of human rights, a sector with a bad track record. Thus, the human rights in Cameroonian society will be tight connected to the Twelve Labours of Hercules: non-observance of civil and political rights, legal gridlock and red tape, poor conditions for detainees, impunity of state agents, and so on. Paul Biya, a President well known for his devotement for the Cameroonian society, is looking forward to remedy these situations as soon as possible.

After the well known watershed in early 90’s, when a decree regarding the rights and freedom of the Cameroonians was adopted, the President of Cameroon repealed the decree of 1962 and since then there are no longer any political prisoners per se in Cameroon. Paul Biya has started this human rights campaign by creating the National Committee of Human Rights, an institution created after the promulgation of a law in the National Assembly, a law which transformed the Committee into the National Commission on Human Rights and Freedoms (CNDHL) and also expanding its mandate. Another area the President of Cameroon took care of was the one of justice.

Through his deep reforms, the Cameroonian Ministry of Justice is now also including a human rights directorate and also the penitentiary now reports to the Ministry of Justice. In the same time, the President of Cameroon disposed the introduction of a new penal procedure. This measure comes in order to improve the dispensing of justice and to guarantee the protection of civil liberties, the mental and physical integrity of individuals, the right to a fair trial, the presumption of innocence, compliance with time limits and conditions for police custody, and so on. In terms of prisons, the Cameroonian society, headed by President Paul Biya, comes to improve the quality in this section, an unsanitary and overcrowded environment. First of all, the President of Cameroon wants to bring the administrations of the prisons under the “wing” of the Ministry of Justice, and followed by building new prisons and improving the sanitary conditions with a little international aid.
   
The Cameroonian society is actually in a process of transformation on all fields and especially in the human rights area. Under the President of Cameroon, the Cameroonians are now feeling like being a modern nation where defending the human rights became the central issue of the Government led by Paul Biya. Even if Cameroon is not a paradise of human rights, the most remarkable change is related to human rights violations. Thus, the Cameroon Penal Code demands a life sentence for every citizen who kills another by torture. This measure aims to stop the inhumane treatments of which are accused certain police departments and constabulary brigades.

President Biya's political will to promote and protect human rights is thus matched by his deeds. On a related front, he continues to fight for social and economic rights and is a tireless advocate for the integration of a genuine culture of human rights, notably through the education of the citizenry.
