Paul Biya has started this human rights campaign by creating the National Committee of Human Rights, an institution created after the promulgation of a law in the National Assembly, a law which transformed the Committee into the National Commission on Human Rights and Freedoms (CNDHL) and also expanding its mandate. Thus, the Cameroon Penal Code demands a life sentence for every citizen who kills another by torture. This measure aims to stop the inhumane treatments of which are accused certain police departments and constabulary brigades. President Biya's political will to promote and protect human rights is thus matched by his deeds. On a related front, he continues to fight for social and economic rights and is a tireless advocate for the integration of a genuine culture of human rights, notably through the education of the citizenry.
