Cameroon: President Paul Biya and Cameroonian Governance

May 18, 2011 - PRLog -- Yaoundé, Cameroon - Corruption is one of the biggest problems the Governance in Cameroon is facing, a problem which manifests by the prosecution of very important figures around the Cameroonian Government, such as ministers, executive directors of Governmental corporations and Members of Parliament. Thus, the President Biya started a fight against this “octopus” by creating certain agencies, such as CONAC (National Committee for the Fight against Corruption) or the ANIF (National Agency for the Investigation of Financial Crimes) and also various anti-corruption committees. The Superior State Audit Ministry, the Court of Auditors of the Supreme Court and also the services which are conducted by the constabulary and by the police, all are in charge with finding the ones who are stealing, generally the ones who are benefiting after certain businesses made with public funds.

In this fight against corruption, President Paul Biya vowed to “go all the way” with this “Epervier” operation, the competent jurisdictions already started to applying the law. Even if the corruption is still far from being eradicated, the Government in Cameroon believes that those who are managing public funds will respond in front of the law sooner as they even expected, but Paul Biya is looking deepen in this national problem. President Paul Biya is looking forward to introduce a variety of procedures likely to dissipate legal gridlock and make justice more effective; to bring closer together the Administration and those administered; to improve the way public administration works, and so on. Cameroonian Supreme Court has also started the fight against corruption by introducing a new code of penal procedure which will feature more judges, aiming to improve the process of justice. This extends to the improvement of detention conditions through a more humane prison environment. The justice system has not yet been revolutionized in Cameroon, but gradual progress seems headed in the right direction.

President Biya’s goal to improve the Governance in Cameroon in order to eradicate the corruption is also based on certain decentralization initiatives that the Head of State is thinking to implement. The President believes that this would be great tool in promoting the democracy, also being a way to change the management of public affairs. The efforts made in this sense by the Governance in Cameroon were to draft appropriate legislation and to create structures responsible for its implementation. 2010 is a milestone of this decentralization process, seeing the first movements in the first transfers of jurisdiction and the transformation of provinces into regions, which have as main target a rising to the elected regional councils.

President Paul Biya has put all in place in order to increase the effectiveness and efficiency of the Governance in Cameroon, having as main concern the corruption. All the measures he implemented have as target the fight against corruption. He is very ambitious in his plan of building a democratic and modern Cameroon, led by a healthy Government.  Some progress has already been achieved in this area, even though much clearly remains to be done.
