May 1, 2011 - PRLog -- All three Australian mobile operators - Telstra, Optus and Vodafone Hutchison Australia (VHA) - released their subscriber figures for the half-year ended December 2010. The mobile industry grew by 9.8% y-o-y to reach 28.022mn after adding 2.496mn subscribers in 2010. We expect 3G services to remain the key subscriber growth driver due to operators' increasing focus to promote data services and higher value postpaid plans. Rewards of this strategy are seen by the increase in operators' postpaid subscriptions and the long-term uptrend in blended ARPU levels. However, this is not the case for VHA, which is still undergoing a transitional period after the merger between Vodafone Australia and Hutchison's 3 in 2009.

Telstra announced in February 2011 that it contracted equipment vendor Ericsson to roll out the operator's LTE services by end-2011. Telstra will integrate LTE services on the 1.8GHz frequency band with its existing 850MHz-based HSPA+ services. This LTE/HSPA+ plan mirrors Telstra-owned CSL New World Mobility's tactic in Hong Kong, where a hybrid 4G service was launched in November 2010 and we believe Hong Kong served as a testing ground for Telstra to gauge network performances and subscribers' receptiveness in order to gain a competitive edge over Optus and VHA. Both rivals also embarked on trials in late 2010 to re-farm the 1.8GHz band, and this decision is largely because the planned analogue TV switch-off in Australia that will free up spectrum in the 700/800MHz band will not take place until end-2013. Using the 1.8GHz band is a short-term solution but we expect Optus and VHA to follow Telstra's path to prevent the incumbent from monopolising the nascent 4G market.

There has been some progress with Australia's National broadband Network (NBN) since our last update. The Australian government said in December 2010 that the bulk of NBN's funding - AUD27.5bn through equity - will initially come from the government and a further AUD13.4bn in debt will be raised through project finance or financial markets from July 1 2014. Meanwhile, NBN Co, NBN's network wholesaler, bought Austar's 2.3GHz and 3.4GHz spectrum holdings, which will enable NBN Co to roll out highspeed fixed-wireless broadband services to Australia's rural regions. Wireless and satellite services are expected to provide internet connectivity to 7% of Australian households, while the remaining 93% will be covered by fibre-optic cables. The deal with Austar cost AUD12mn.

Australia rose to third position in BMI's latest Business Environment Ratings for the Asia-Pacific region. However, we see downside risks in Australia's Country Rewards score due to the ongoing residential property correction, natural disasters such as the Queensland and Victoria floods as well as Cyclone Yasi, which will hit economic growth in 2011, although reconstruction projects may buoy real GDP expansion in 2012. With this in mind, our country risk team is pencilling in 2.4% growth for the Australian economy in 2011 and 2.6% in 2012.
