April 19, 2011 - PRLog -- BMI View: The Polish agriculture industry has weathered the past two years of economic turbulence better than most other regional markets. The dairy sector is healthy, with milk production - and prices - on the rise. The country's stocks of grains have shielded the livestock sector from the worst effects of soaring global feed prices and following the damaging floods in 2010, sugar beet, wheat and corn production are all expected to rise in 2011.

* In 2011/12, with wheat prices expected to remain high through the year, we expect acreage to rise and are forecasting production of 10.4mn tonnes, up 4.8% year-on-year (y-o-y), assuming average climatic conditions.
 * We also expect corn plantings to rise sharply, resulting in a significant boost to production. In 2010/11 we are forecasting production to rise 7.2% y-o-y to 1.84mn tonnes. Barley will be the loser in the fight for acreage, however, with production dropping 0.6% to 3.51mn tonnes.
 * Latest figures from Eurostat suggest Polish poultry production rose 5.9% in 2010 to 1.34mn tonnes, slightly over our forecast of 1.33mn tonnes. In 2011, we forecast a 4.2% increase in production to 1.40mn tonnes.
 * In 2011, farmers will take advantage of soaring sugar prices, planting more beets. For 2010/11, we should see production rise to 10.23mn tonnes, up 15.6% y-o-y.
 * We are estimating 2010 milk production at 12.53mn tonnes, up 0.47% y-o-y, as the year's 1% increase in milk quota stimulated growth. In 2011, we are forecasting growth to 12.62mn tonnes, up 0.72% y-o-y.


Industry developments

The European Commission (EC) has proposed allowing producers to negotiate collectively with dairies, in effect forming a cartel. The measure should to some degree improve the balance of power between producers and processors in farmers' favour. However, such producer groups will only be allowed to represent a maximum of 3.5% of total EU or one-third of any member state's production. The measures will remain in place until 2020, with reviews in 2014 and 2018. The proposals will need to secure the approval from the 27 EU farming ministers if they are to become official EU policy. We are watching developments closely.

The results of negotiations between the EU and Mercosur over a free trade agreement, which could result in a flood of cheap imports of South American meat to Poland, remain tough to call. In March, Members of the European Parliament (MEP) approved a resolution criticising the EC over the deal. The resolution, proposed by Greek MEP Georgios Papastamkos, said the EC should not make concessions that could adversely affect European farmers. EU farm production guaranteed food security and quality, it said. Nevertheless, the EU's chief negotiator Joao Aguiar Machado claimed the resolution did not represent a setback for the talks.
