Independent Think Tank Proposes New Global Nuclear Regulations In Light of Fukushima Disasters

Scientists Propose New Global Safety Regulations Requiring Fixed Liquid Nitrogen Fire Control And Instantaneous Cooling Systems With ORIE to Prevent Future Crises Like That at TEPCO’s Fukushima Japan Power Station

April 9, 2011 - PRLog -- – Warner Robins, GA - On March 11, 2011 an earthquake registering over 8.9 on the Richter Scale hit Japan’s eastern coast killing thousands of people, spawning fires, and sweeping cars, boats, debris and bodies inland. Since that date lethal radioactive debris has continued to be vented into the atmosphere, contaminating the areas around the Fukushima site, resulting in the evacuation of more than 100,000 residents within a 50 km area of the damaged reactor facilities. On March 19, 2011, less than 48 hours after the first reported breach of Reactor # 3 at the Fukushima Power Station, a Think Tank comprising internationally renowned scientists led by NASA-Scholar and Scientist Dr. Joseph A. Resnick, Inventor of Stealth Radex, along with Dr. Denyse DuBrucq, Inventor of CryoRain Technology, Professor Ron Stewart, Inventor of ORIE technology and  Global Logistics and Officer, Special Transport Executive Coordinator, Joy Mann-Simmons, issued a press release calling for the immediate deployment of Dr. DuBruq’s and Prof. Stewart's CryoRain/ORIE Nitrogen Assist technology at Fukushima-Diachi.  The press release can be seen at http://www.prlog.org/11384663-independent-scientists-prop... .  The patented CryoRain process teaches ‘raining’ of liquefied Nitrogen, N2, through a specially-designed sieve appliance that enables liquid nitrogen to change phase into a pure form of Nitrogen gas that completely removes oxygen from any environment.  Without oxygen the prospect of explosions and fires is completely negated.

The Think Tank, working with international partners Gunther Mothes, CEO of Spicewinds Pacific Group, A Biofuels producer and aviation company located on Kwajalien Island in the US Marshall Island Trust Territories, and Mr. Kinichi Mizutani based in Tokyo, sent the recommendation and offer to deploy the CryoRain/ORIE technology, along with complete technical details on how to stop the nuclear meltdowns and releases of deadly radioactive emissions, to the major stakeholders in Japan. The distribution list included the Japanese Embassies in Washington, D.C. and Tokyo, TEPCO’s President and CEO, Masataka Shimizu, Messrs. Yukiya Amano and  K. Floyd at the IAEA.Org facility in Vienna, Austria , to NATO HQ in New York, to the Japanese Prime Minister, Naoto Kan, to the White House, the US Department of State, the Department of Physics at MIT, Congressman Jason Altmire (D-PA), the US Nuclear Regulatory Commission,  and to various US DoD and Japanese emergency response units and Tokyo-based environmental cleanup companies.  

Recently, the group has proposed that US Nuclear Regulatory Commission and US Congress, in cooperation with the IAEA.Org, move quickly to mandate new international regulations requiring deployment of safety measures that will prevent future events, similar to that which is occurring at Fukushima-Diachi, specifying use of the CryoRain/ORIE technologies as the recommended countermeasure technology of choice.  ‘CryoRain’, invented by Dr. DuBrucq, is a process that uses Liquid Nitrogen delivered by raining droplets of pure, inert, cryogenically cold Nitrogen gas that completely and safely removes all oxygen from any environment, including microstructures and microclimates down to the molecular level.  A combined technology, called ‘ORIE’, or, Optical Remote Image Enhancement (algorithm) process, was employed by Prof. Stewart and Dr. Resnick to analyze and remotely examine the inner areas of the damaged reactor cores utilizing photo’s taken by the US Army 24 hours after the breach of the first reactor and failure of cooling pumps at Reactor #3 at the Fukushima-Daichi facility.  Use of ORIE enabled exact location of the damaged nuclear fuel rods and included data about the sizes of the various rods, location of cracks in cooling ponds and enabled the team to make recommendations to on-scene environmental teams as to exactly where the damaged components were located and identified exact location of highly radioactive contaminated areas inside the damaged facilities. Renderings produced using the ORIE imaging process adapted from the Satellite images provided by the US Army, along with detailed instruction on how to deploy the CryoRain nitrogen-assist technology, were forwarded to all major stakeholders, worldwide.

On April 6, 2011, the Japanese Government announced that TEPCO had commenced release of nitrogen gas into Reactor # 1 at Fukushima-Diachi facility and issued a press release found at URL:  http://www.cosmostv.org/2011/04/tepco-use-nitrogen-to-pre... .  This action proved the validity of Dr. Resnick’s team’s contention, some 3.5 weeks earlier, that deployment of nitrogen would be the ultimate solution in stopping the impending meltdowns of Reactors 1, 2 and 3 at Fukushima-Diachi power station and stopping release of deadly nuclear materials into the earth’s atmosphere.

Team leader, Dr. Resnick said, “Reasoning for deployment and utilization of the CryoRain/ORIE technology over conventional fire control foams, water and organic gases include elimination of residual from agents which are left as solid or moistness when Nitrogen gas is used, since it is inert and stops practically all molecular activity.  No water damage or electrical arcing occurs with either Liquid Nitrogen or gaseous Nitrogen so all computers,  controls, electrical systems, wiring and equipment – IT, electrical and electronic, even screens continue to function as they had prior to the event that required the Nitrogen application”.  Dr. DuBrucq said, “With CryoRain the means to cool down fuel rods is there permanently and it can bubble through water-contained rod environments cooling the submerged fuel rods as well as cooling them down and eliminating Oxygen availability were the water to evaporate due to heightened temperatures”.  DuBrucq continued, “Cost of Liquid Nitrogen is reasonable, Nitrogen is available everywhere in the earth’s atmosphere and can be produced anywhere.  When stored in cryogenic tanks N2 will only evaporate one percent per day – in a 500 gallon tank, that is five gallons a day requiring weekly top offs of 35 gallons when the system was not required to be activated: Very economical.  The only loss in a fire throughout the facility will be what actually burned away, warped, melted or scorched in the initial seconds or moments of the initial fire tasks”.  

The team believes that deployment of the CryoRain Technology at Nuclear sites will make Nuclear power much safer and more reliable because calamities can be handled cleanly and automatically and the down time during recovery is reduced by the amount of retained function the system has when Nitrogen, rather than water and foams, are used to end the fire event or accident or natural destruction that happens.  Further, the CryoRain Technology in combination with the ORIE imaging technology will afford improved safety to other fuel and power facilities, e.g., petrochemical processing plants, coal mines, use in fuel extraction for oil shale and landfill seams, biofuels processing facilities, transport, storage, power generation and distribution sites, as well as afford improved assurances for worker safety.  

The Think Tank has issued an open-ended offer to assist the Japanese Government and TEPCO and has sent congratulatory messages citing deployment of the nitrogen gas filling process at Fukushima-Diachi.  Although that process is not as efficient as ‘CryoRaining/ORIE’ would be, introduction of liquid nitrogen into the situation at Fukushima-Diachi, as proposed just three days after the initial breach of Reactor #3 by the Think Tank, has proven to be the critical component and method responsible for stopping the meltdowns, stopping radioactive emissions and saving thousands of lives.  The Team welcomes contact by any interested parties and is prepared to assist the Japanese Government in any way requested.
