New Construction market report from Business Monitor International: "Nigeria Infrastructure Report Q2 2011"
 
March 29, 2011 - PRLog -- As Nigeria's construction industry enters 2011, eyes remain firmly fixed on the upcoming general elections in April and its implications for the power sector, the scale of general infrastructure spending and the fiscal health of the country. Our growth data for 2009 has been revised up to 12.16%, although our valuation of the construction industry remains at NGN347.69bn (US$2.33bn) for the year. For 2010, BMI is forecasting a real growth rate of 12.2%, taking industry value to NGN438.1bn (US$2.92bn).

Key developments in the latest quarter include:

* The growth of Nigeria's construction industry has strong upside potential, especially on the back of a potential surge in investments in the power sector. The Central Bank of Nigeria claims that a drop of almost US$10bn in Nigeria's foreign-currency reserves in the year to November 2010 was on the back of investment in the power sector and other infrastructure. Moreover, the approval of plans for the construction of new transmission grids in the country by 2014 provides some upside risk to our outlook for the energy and utilities sector.
 * However, investors became increasingly nervous over Nigeria's fiscal environment in early- 2011. Despite assurances from the central bank and government that infrastructure spending largely accounts for its shrinking foreign-currency reserves and oil surplus, investors have become alarmed at the distribution of very large sums among state governors. Distributions of funds appear to have accelerated over Q410 as governors have insisted that local infrastructure projects face disruptions because of a lack of financing.
 * Domestic banks were planning to establish a transport infrastructure fund as of January 2011 that would see US$15bn invested in the sector each year. Progress was also made on a number of beleaguered road developments spanning Lagos, Osun and Oyo states in south-west Nigeria in Q410 and Q111. Meanwhile, the construction of five new terminals at five airports, as well as the redevelopment of five existing terminals, was approved by the government in February 2011.
 * The beginning of 2011 has brought some auspicious signs for Nigeria's electricity reforms. Daewoo is expected to sign a formal contract with Total E&C Nigeria Ltd for a new coal-fired power plant in H111, with the project most likely built in the coal-rich South-East of the country. Arrangements have reached an advanced stage between the Bauchi State government and a German firm for the commencement of a 110 megawatt (MW) state-owned power plant.


However, given the precedence for delays in project implementation and graft in the power sector, BMI notes that the timetable for reforms and the scale of many of the projects are highly ambitious.

Furthermore, we expect that any implementation of the power sector reforms is bound to be postponed due to the presidential pre-election campaigns.
