Feb. 23, 2011 - PRLog -- BMI View: Like many of its peers, South Korea is currently at an economic cusp; it wavers between inexorable, self-sustained growth and potential stagnation as external trade conditions continue to weaken and stimulus spending winds down. On the domestic front, our concerns that the winding down of stimulus spending may be premature look set to be realised, with inflationary pressures also growing within the country. The country's construction sector is forecast to see negative real growth of 1.4% in 2010 to reach KRW67.5trn (US$58.4bn).

Key drivers from the past quarter include:

* In December 2010, the South Korean government reaffirmed its desire to meet growing electricity demand by announcing plans to invest KRW49trn (US$42.6bn) in the country's power generation capacity by 2024, with a particular focus on clean energy sources, according to Reuters.
 * The South Korean government reaffirmed its desire to push forward with this expansion in January 2011, announcing plans to invest KRW1.8trn (US$1.6bn) on the third-phase expansion of Incheon International Airport (ICN) between 2011 and 2015. However plans to raise funds for the expansion through an initial public offering (IPO) in 2010 have stalled and been deferred to 2011 due to delays in the revision of related laws, according to local media reports in October 2010. Consequently, there are still many unresolved questions surrounding the funding for the expansion plan, placing the project in doubt.


Beyond 2010, BMI remains bullish about South Korea's construction sector over the long-term and we expect infrastructure investments to buttress declining levels in residential and non-residential investments. Real growth for the infrastructure sector will hit 3.8% year-on-year (y-o-y) in 2010 and remain at an average annual rate of 3.9% from 2011 to 2015, bringing the total sector value to KRW41.3trn (US$41.1bn) in 2015.

South Korea retains second place in our Asia Pacific Business Environment ratings this quarter. Overall, the country continues to perform well thanks to a tightly regulated business environment, a developed legal and financial system and continuing strong growth in areas such as infrastructure.
