Jan. 25, 2011 - PRLog -- Taiwan's economy continues to show robust growth, with real GDP growth in Q310 coming in at 9.8% year-on-year (y-o-y). With the exports sector still weak, the economic recovery is primarily driven by the government's infrastructure-geared stimulus launched at the end of 2008. The effects of that plan, which earmarked TWD500bn (US$16bn) for public infrastructure to 2012, are now becoming visible in the recovery of the infrastructure and construction industry value. New data from the Taiwan National Statistics Bureau showed that real capital investment for the first nine months of 2010 rose by 50.4% y-oy to reach TWD2.1trn (US$69.8bn), much higher than initially expected. As such, BMI has revised its forecast, with Taiwan's construction industry value to expand by 20.03% y-o-y in real terms in 2010 to reach TWD387bn (US$12.29bn).

Key developments contributing to forecasts included:

* In August 2010, the Ministry of Economic Affairs (MEA) announced '2020 core industries' as part of a strategy to highlight Taiwan's infrastructure environment. The scheme includes 24 industries ranging from the traditional to more advanced sectors such as green energy. This push by the government is expected to help investment in the infrastructure sector.
* In October 2010, the Taiwan Offshore Wind Power Alliance was formed with the participation of 18 companies from various sectors such as electro-mechanical, plastics, manufacturing, and maritime engineering. The alliance plans to employ cross-industry partnerships to construct Taiwan's first offshore wind farm in Changhua county, investing between US$1.97bn and US$2.29bn to install 122 wind turbines, which will begin commercial operation in the second quarter of 2013.
* In October 2010, the government announced plans to spend TWD60bn (US$1.9bn) to build a third terminal at Taoyuan International Airport. Construction of the terminal is expected to start in 2014. Besides the new terminal, a third 4,000m runway will be built, as well as a new railway system, which will be a direct link to Taipei.

An increase in investment during 2010 will not prevent a slowdown in the construction sector over 2011, as BMI anticipates Taiwan's economy will face strong macroeconomic headwinds that will stymie growth across the economic spectrum. The slowdown in exports (which accounts for 65% of Taiwan's GDP), the cooling of property prices and more subdued investment sentiment caused by deteriorating global conditions will have a moderating impact on construction industry growth, which we forecast to decelerate to 3.24% y-o-y in 2011. However, after this we expect construction industry value growth to rebound swiftly to normal levels, averaging growth of 6.71% between 2012 and 2017.
