Jan. 23, 2011 - PRLog -- In 2010, BMI estimates that Jordan's defence expenditure totalled JOD1.673bn, 11.3% of government spending and 5.9% of GDP. In 2011, we forecast 5.5% growth to JOD1.766bn, or 11.5% of public spending. Over the coming decade, defence spending is likely to grow at a steady rate, between 6% and 7%, peaking at 7.1% in 2013.

The importance of defence in Jordan is apparent from the fact that, while defence already takes a very high share of public expenditure, that proportion is likely to grow steadily over the forecast period, to 13.9% in 2019. While this forecast could be changed by the conclusion of a peace deal between Palestinians and Israel in which Jordan's Arab neighbours and allies participate, currently, that prospect seems remote in the short term. Furthermore, Jordan will still have serious external and internal security concerns, including a volatile Iraq and a wobbly Syrian regime and a restive Palestinian population at home, as well as the risk of terrorism, particularly linked to radical Islam. While defence spending is likely to remain at a constant 5.9% of GDP, this is almost three times the level required by NATO of its members. By 2019, BMI expects Jordan's defence expenditure to total JOD2.900bn, growing by 6.5% that year.

Jordan's political stability is such that the government felt able to announce plans to reduce fuel subsidies and hold parliamentary elections. But it came as little surprise that the election saw pro-government forces cement their control of parliament. The poll saw a spike in violence, relatively rare in the Kingdom, with 53 incidents reported by officials, including fights and a shootout between supporters of rival candidates, which led to police using tear gas. Political analysts have for some time been warning about the risk of politically-linked violence in Jordan, not necessarily by Islamist radicals, as some might expect, but between rival tribal groups.

However, the main focus of public dissent is currently on Israel, particularly following the raid on a Turkish flotilla that sought to break the Gaza blockade in May. The royal family has done its best to distance itself from Israel in the wake of the incident, with both King Abdullah and Queen Rania making hostile comments about their neighbour in recent months, suggesting a downturn in bilateral relations.

Jordanian fears about a breakthrough rapprochement between the USA and Iran were revealed by the WikiLeaks documents released in November 2010, as reported by AFP. The leaks do appear to show that Jordan has serious concerns about Iran's influence in the region. While Jordan does not border Iran, it does border Syria and Iraq, which have been accused of coming under Tehran's interest, and is considered a pro-US bastion in the Levant, where Iran-linked Hezbollah and Hamas have gained ground. The immediate existential threat to Jordan from Iran is low, but its concerns about growing Iranian power and the long-term threat of conflict are well-founded. Jordan, for its part, will be anxious not to be seen as a conduit for drugs and potential terrorists, a real risk given its porous desert borders with Iraq and Syria.
