CLARKE is in Favor of 8 Member Board of Control and 22 Member Council From 44 for Toronto.

A 22 member smaller council encompassing the 22 Provincial boundary riding's for Toronto and be in place for the 2014 municipal election would be more productive, functional and manageable than the 44 existing council members of the past 12 years.
Aug. 15, 2010 - PRLog -- Peter CLARKE a candidate for council from North York Willowdale Ward 23 on October 25, 2010, as far back as March 26, 2010 had  proposed reducing the size of council from 44 seats to 22 in line with existing provincial election riding's for Toronto.

At that time he estimated the annual saving of $245,764,438 MILLION DOLLARS for the taxpayers over the current 4 year term of office.

Today CLARKE is "in agreement with the idea of an eight-member Board of Control within a slimmed down 22-member council, plus the mayor and that these board of control members would be selected by the mayor from elected councillors much like is done at the provincial and federal levels of government," Peter CLARKE stated.

Peter further states that "this is nothing new as a board of control was in place and utilized by most municipal councils prior to amalgamation in 1998."

Peter CLARKE is of the opinion "that if a new mayor and new councillors cannot agree on a reduction in the size of Toronto council from 44 to 22 elected members in line with existing provincial riding's and inclusive with the clause for a mini cabinet of 8 councillors chosen by the mayor then it would be necessary for the provincial government to mandate the new structure otherwise incumbent councillors would just continue to think about it for the next 25 years."

Peter CLARKE has also proposed a term limit of 8 years for councillors and mayor which he wants to be in place for the 2014 municipal election.

"Such term limits would facilitate the refreshing of the makeup of council system and produce fresh ideas and hopefully would help promote wider participation. What one cannot do as councillor in eight years one will not achieve in ten to 25 years,” Peter CLARKE has stated.
