The reason for this is unclear. There was no reported SIM registration drive, and the operators have not specifically said that they went for any big push to discount inactive subscribers. However, BMI believes that this must be what happened. There could have also been a surge in the number of SIMs that were inactive, simply because consumers have been cutting back their spending, and airtime usage falls inside this trend. Still, market leader MTN seems to have avoided the worst of this and has in fact extended its lead in the market. MTN now controls nearly 50% of the market. It has continued to grow well while other operators are apparently failing to meet expectations. The fact that second-ranked Zain appears to have fallen into the doldrums has really helped it. However, this may not be such good news for the market, as it could erode competition. Meanwhile, the latest regulatory data suggests that the number of Ugandan fixed lines grow at an accelerated pace in 2009. It is thought that much of this growth was due to investment from Uganda Telecom and from the expansion of fixed-wireless services by the country's alternative operators. As a result of the unified licensing regime, all of Uganda's telecoms companies are licensed to provide both voice telephony services via a range of technologies; Although most of Uganda's Business Environment Ratings scores have not changed this quarter, the Country Risk rating has seen a slight improvement. BMI believes that Uganda's economy will remain among the best performing in the Sub-Saharan African region in 2010, with growth forecast at 7.1% (in FY2009/10). We expect the thrust of this expansion to come from private consumption and investment, with government consumption also making a modest positive contribution.
