June 22, 2010 - PRLog -- Observing the United Nations Public Service Day Dr. Naseer Homoud, Goodwill Ambassador and Director of Middle East office for the Intergovernmental Institution for the use of Micro-algae Spirulina against Malnutrition (IIMSAM), the Permanent Observer to the United Nations Economic and Social Council while addressing the media said “the celebration of UN Public Service Day is an opportunity to reflect on the increasingly daunting challenges that face the public service and the capability of public officers to meet those challenges. In addition, it acts as a means of renewing commitment for a modern public service geared towards linking continuous improvement with sustainable development”.

The United Nations General Assembly by resolution 57/277, on 20 December 2002, designated 23 June of each year as United Nations Public Service Day. This day inter alia is meant to encourage Member States to organize special events on the Day to highlight the contribution of public service in the development process. It also highlight the role that public servants make, and can potentially make, to the development of all societies – and particularly to the development of cultures of peace.

In his message Dr. Homoud mentioned “first of all let me convey my congratulations to the Public Servants all across the globe who have continued to offer dedicated services, at times under extremely difficult circumstances.  I also take this opportunity to sincerely thank them for having embraced the system and showing solidarity and providing quality public services to the peoples”. He added “A good public service is that solid foundation on which a country functions. Civil servants are the people who run the day to day affairs of a country and their services are essential at all times, on this day let us salute the tireless and non ending sincere and honest efforts of public servants who have left no stones unturned for serving the humanity”.

In his address Dr. Homoud asserted “indeed, it is impossible to attain prosperity and happiness in society only through economic and industrial development without backing and support of a strong, dynamic and effective public service system. For a balanced society to attain prosperity in all spheres it is mandatory to have on board an effective and well organized public service system and it would not be an exaggeration if we say effective public service machinery is the foundation for sustainable growth of any country”. He added “in this context, public servants should accept this challenge for social and economic transformation yet, it should be noted that this structure can only work through coordination and involvement of public at large and is entirely dependent on this approach”.

Speaking on the occasion Dr. Homoud said “it is an occasion to recognize the mechanism on which our civil society is based and without an effective balance between society and civil administration, we cannot dream to achieve the target of egalitarianism”. He contended “Let us celebrate the value and virtue of public service to our communities, highlight the contribution of public service in development and peace, and give due recognition to the work of public servants, especially by encouraging our young people to pursue careers in the public sector and make a lasting impact on their communities and countries”.

“This day is also a juncture to remind ourselves of the key objectives of the public service - public interest, national development, eradication of poverty, equity, individual rights, transparency, accountability and efficiency” said Dr. Homoud. He appealed governments to strive for raising the image and prestige of public servants and revitalize public administration as a noble discipline. “To enhance professionalism in the public service governments must acknowledge the efforts of their public servants and should reward the successful experiences in innovations and excellence in the public service. This will enhance the public trust in the government service and in the government itself”, said Dr. Homoud.

Dr. Homoud appealed governments to ensure delivery of their commitments for financial assistance for qualified health workers and teachers worldwide to be trained and hired to deliver public health and education for all. “it is the time when governments should come forward to support the various programmes for providing quality health care and education all across the globe- particularly in the regions which are affected adversely amid political and economical circumstances”, he urged.

IIMSAM fully supports and joins with the United Nations in the observance of Public Service Day.  It has been noted that the United Nations Public Service Day intends to celebrate the value and virtue of Public Service to the community, its contribution in the development process, recognize the work of Public Servants and encourage young people to pursue career in the Public Sector, and to this end IIMSAM, under leadership of its Director General His Excellency Ambassador Remigio Maradona, reaffirms its commitment to support the public service mechanism.
