Toronto's Awash in Duplication over Regulation of Services and Red Tape has Stymied Growth

3 levels of government regulations for building codes, fire codes, public health matters plus 200,000 city bylaws, red tape and ever increasing government control coupled with chronic spending, high taxes is bankrupting the city and its citizens.

June 22, 2010 - PRLog -- The renters, condo owners, homeowners and businesses in Toronto and elsewhere do not require their elected representatives to tell them what they can eat, drink or smoke.

These are individual rights and freedoms that have nothing to do with the responsibilities of civic or other levels of our government.

This ever increasing red tape, regulations and city bylaws that are added to existing regulations and requirements from the provincial and federal governments’ current intrusion into the daily lives of people and businesses has to come to an end in 2010 to avoid bankruptcy and reverse the city’s fiscal crisis.

The size of Toronto’s civic government has grown out of control and is further aggravated by the costs of labour, benefits and pensions negotiated by those who have little or no regard for the population but are solely interested in their own personal gains at the direct expense of the city’s taxpayers.  

What was and now is urgently required with Toronto's 2011 budget to start getting the city out of the fiscal crisis caused by incumbent councillors and their left leaning ideologies for unsustainable service and programs over the past 20 plus years are the following..

Toronto needed then and urgently require now a cap on all spending and a zero based budgeting process for all programs, departments and services with any increases being caped at the rate of inflation or less.

Toronto requires SALARY and EXPENSE REDUCTIONS of 25% for councillors. Thereafter salaries would be limited to the annual rate of inflation.

This salary cut would immediately save the taxpayers over $6 MILLION DOLLARS per year and over $27 MILLION DOLLARS over the 4 year term of office.

Toronto demands that COUNCILLORS 12 MONTH GOLDEN SEVERANCE PACKAGE be RESCINDED as of October 25, 2010.

Peter estimates this would save the taxpayers $4,999,236 MILLION dollars or $113,519 per councillor upon their defeat at the polls.

Peter CLARKE proposes LOWERING MILEAGE RATES paid to city employees from .52 cents per km to a flat standard rate of .35 cent per km effective with the 2011 budget process and as a condition of continuing employment with the city.

CLARKE estimates this would represent a further savings to the city close to $2 MILLION dollars annually based on current charges for usage by employees.

Peter CLARKE proposes A SALARY FREEZE on ALL SENIOR and TOP Bureaucrats until they can manage to come up with some meaningful and enlightened ways and means for fiscal responsibility other than proposing to sell off assets or seek more taxing powers. If they cannot do it a new council will find individuals who can.

CLARKE strongly believes that councillors must and have to manage city hall not be led by city hall.

Toronto must ensure that Spending and Budgets be PRIORITIZED ON CORE SERVICES and costs trimmed to balance the books. If necessary council must seriously consider UP LOADING MANDATED SERVICES BACK TO PROVINCE.  

Torontonians  are demanding RANDOM DRUG TESTING PROGRAM be implemented for all MEMBERS of COUNCIL, ALL EMPLOYEES union and non union alike including the POLICE, FIRE, EMS and TTC effective JANUARY 1st 2011 as a CONDITION OF CONTINUING EMPLOYMENT with the city.

In addition Toronto must ensure that ALL City CONTRACTS be TENDERED to STOP the DISCRIMINATION AGAINST NON UNIONIZED CONTRACTORS AND SERVICE PROVIDERS to ensure transparency, openness fairness and cost efficiency.
