June 1, 2010 - PRLog -- Auburn-Lewiston, Maine, the second largest district in the state and dual hubs of the Androscoggin River, have jointly selected EnerGov Solutions, a leading and global provider of innovative land, license and asset management software, to synchronize the sister cities more seamlessly and to empower their practices with a state of the art, automated solution.

Positioned among Maine’s beautiful western lakes and mountains, yet brimming with modern arts and performance attractions, Lewiston and Auburn draw tourists and locals alike.  Both fueled by a diversified economy of services and manufacturing, a cooperative effort produced a building boom of unprecedented proportions in the late 1980s, and the pair has slowed little since.

Sharing nearly every city amenity and service brought continued success for the partnered cities.  In fact, only their respective governments remained disconnected, hindered in part by a software system incapable of dynamic growth and change.  It was this disconnect coupled with the desire to increase transparency, accessibility & process unification that prompted the cities’ search for an enterprise software solution capable of consolidating and streamlining the provision of land use, license & development-related processes.

An extensive RFP process ensued thereafter and resulted in the cities’ mutual selection of EnerGov Solutions for the advancement of their government initiatives.

The choice was clear according to Auburn Assistant City Manager Laurie Smith- “Our two cities have discussed a joint planning and code operation for decades.  With the onset of EnerGov we have streamlined our business processes, integrated staff from both cities, created public transparency, and discovered efficiencies that we didn’t know existed.”

EnerGov’s initiative with Auburn and Lewiston is a major success for taxpayers as it will enhance planning, permitting, zoning and enforcement operations through the innovative use of combined EnerGov .NET Enterprise® and ESRI’s latest ArcGIS Server Technology.  EnerGov’s leading edge integration will leverage Lewiston-Auburn’s existing enterprise GIS data to augment workflows, enhance situational awareness, and render better data visualization between both cities- in essence, unprecedented accuracy, efficiency, and inter-operational transparency.  Moreover, the implementation of EnerGov .NET Enterprise is far reaching and will touch approximately 12 departments and 75 unique processes per city while producing an approximate $250,000 savings in the first year alone.

“We’re increasing efficiency, not just for our city, but for both cities,” says Lewiston Councilor Ron Potvin.

Moreover, constituents and contractors will gain efficiency and accessibility with new electronic access to their cities’ business processes through EnerGov Citizen Access.  From the convenience of any web device, constituents can perform a variety of online tasks including permit applications, plan submissions, inspection scheduling, service requests, general property searches, and inquiries.

Furthermore, EnerGov will grant 100% mobility to the cities’ inspectors by way of its mobile application.  EnerGov's MobileGov technology is a leading edge inspection system that allows the user to deploy all necessary features of EnerGov .NET Enterprise in the field, enabling inspectors to complete jobs on site- with or without internet connectivity.  Such mobility reduces travel and eliminates inspectors’ need for a traditional office, leaving more time for productivity, and requiring fewer resources altogether.

Perhaps most pertinent to Auburn and Lewiston is EnerGov’s ability to let the user grow into the system with time.  The cities may eventually link additional government entities to the software network to further meld the jurisdictions as an enterprise.  In addition, as the cities outgrow their own processes, they are equipped with the requisite tools to modify their business processes within the software.   Moreover, should the cities’ needs multiply exponentially, additional EnerGov accommodations await, accommodations proven and in use by agencies utilizing the software worldwide, with populations greater than 2 million.  EnerGov’s scalability and configurability make it a solution not to be outgrown.  Finally equipped with a software solution as dynamic as they are, the sister cities of Lewiston and Auburn prepare to now step into the future fully connected.
