May 5, 2010 - PRLog -- The Cambodian government wrongly assigned wireless spectrum in the 2.5-2.7GHz range, causing concern that it may force out two or more current operators in the existing broadband market. The discovery was made in January 2010 when the Ministry of Post and Telecommunications awarded Star Digital TV a licence to use a large band of frequencies, which had already been exploited by wireless internet providers.

While Cambodia's internet and broadband markets remain in their infancy, with penetration rates of 0.6% and 0.36% respectively in 2009, the internet market reported an impressive 56.3% increase in the year. Much of the growth in the internet market is the result of new subscribers signing on to wireless broadband services and greater connections based on WiMAX. BMI foresees that the investment in infrastructure as well as the initiatives of operators to make broadband services increasingly affordable will help future growth in the market.

In neighbouring Laos, Russia's Vimpel Communications (VimpelCom) announced in April 2010, that it was working towards completing a deal planned at buying Millicom Lao from Luxembourg-based Millicom International Cellular (MIC). This followed a previous announcement that VimpelCom had withdrawn from the deal. The Russian operator is looking to acquire a 74.8% stake in Millicom Lao, and would help to boost competition and growth across Laos' telecoms industry.

With low penetration rates across all sectors of fixed line, internet, broadband and mobile, Laos provides significant growth potential. BMI estimates that, by the end of 2014, mobile penetration rates will have reached around 77%, but currently remain around half that. Penetration is expected at 103.5% in the Cambodian mobile sector in 2014. Internet penetration rates in Laos will also reach 3.76% in the same period while broadband will remain under 1%, reaching 0.65%.

In our latest business environment ratings, Cambodia and Lao retained their rankings in the quarter at 13th and 14th place respectively. Cambodia's relatively low country structure score, which remains unchanged this quarter, reflects a mixture of factors, including an extremely low level of urbanisation and a GDP per capita that is one of the lowest in the Asia Pacific region (only Bangladesh, East Timor and Nepal have a lower GDP per capita). Laos' country structure score retains higher GDP per capita and urbanisation levels than in neighbouring Cambodia, but are still low by regional standards. Population growth in Laos is also higher than in neighbouring Cambodia while, like Cambodia, Laos' population has a high proportion of young people.
