April 29, 2010 - PRLog -- Peter Thomas Senese, author of the highly acclaimed book ‘Chasing The Cyclone’ and Carolyn Ann Vlk, writer of Florida's ‘Child Abduction Prevention Act’ announce the release of a new groundbreaking report titled ‘International Parental Child Abduction: A Crisis In America’.
It is believed that United States children-citizens are being criminally abducted in unprecedented numbers despite U.S. court orders prohibiting their removal and/or demanding for their immediate return. The report identifies the inadequacies in current reporting methods previously used to determine parental abduction rates in the country.  Additionally, Peter Thomas Senese and Carolyn Ann Vlk’s study relays serious flaws in the forecasting methodologies in which previous studies were conducted while attempting to identify the vast numbers of children who become victims of domestic and international child abduction each year.
Based on the most current published data, the report also includes information regarding the increases in the numbers of cases ‘reported’ in recent years, while also acknowledging the high probability of substantial increases in ‘unreported’ international abduction cases of U.S. children-citizens.  Utilizing an assortment of critical factors and measured statistics not previously cited in any published reports, the authors’ findings unquestionably and reasonably project a frightening probability in the numbers of new cases that are likely to occur in the coming years.
Critical to the report is the use of statistical data regarding the birth rate, immigration rate, the rate of divorce and current migratory trends which all play a substantial role in the increases our nation is experiencing of this heinous crime.
Peter Thomas Senese, a successful Chasing Parent who recently completed production of the important documentary film titled ‘Chasing Parents: Racing Into The Storms Of International Parental Child Abduction’ expands on this. “When initiating our research several concerns became immediately apparent. The first was that the methodologies initially used to determine forecasted abduction percentages and totals did not include or accurately weigh key elements that more clearly are representative of the international abduction environment as a whole. In addition, we have serious trepidation over the use of what we consider to be potential contaminated data – that is information previously provided and assessed that may have been obtained under strained conditions that inevitably would prevent fair assessment and reporting to actually occur.”
The heartbreaking topic of long-term effects that targeted children experience after being victimized in this manner is substantiated by research conducted by leading experts who specialize in international parental child abduction. Experts unilaterally attest that parental child abduction is a cruel criminal against an innocent, defenseless child. It is further agreed that the trauma experienced by a child-victim of parental abduction has a high risk of leading to severe short and long-term side effects.
Preventative legislation and the upholding of present laws established to protect the nation’s children who may be targeted for abduction is addressed as an urgent and necessary safeguard to prevent further families from having their lives forever impacted by the tragedy of child abduction.
Carolyn Ann Vlk stated, "The ability of each state to protect their children-citizens from this terrible crime could be greatly aided by preventative legislation.  The identification of risk factors and the implementation of preventative measures to protect vulnerable children is a necessary and critical need. We are painfully aware that once a child is abducted the path to recovery is extremely difficult.  As the old adage goes 'An ounce of prevention is worth a pound of cure’."
