April 8, 2010 - PRLog -- However, common sense would remind all of us that to put a slice of the sales tax revenues in the hands of this council left leaning ideologies would NOT solve the problem of their chronic spending habits.

Instead of blindly stating that “we will require monetization of city assets“, Weldon, one of our Toronto’s supposedly top bureaucrats did not offer any other means and ways of rectifying this spending problem by incumbent councilors and the outgoing Mayor.

I wonder why? Could it be because it is an election year?

Now one begins to doubt not only about the fiscal irresponsibility of incumbent councilors but also that of these so called top bureaucrats operating within our city halls.

Perhaps they also have been around city hall to long with their own left leaning social ideologies that are slowly yet quickly bankrupting our city over these past 13 years.

It has become quite evident that Torontonians urgently need change at many levels within city hall from Councillors on up.

Please take another long look at my campaign mission proposal to date and you will see the difference in thinking for the people or for prolong the status quo at city hall.

I, Peter CLARKE have already proposed.

1. ZERO BASED BUDGETING PROCESS for all departments and programs COMMENCING with the 2011 budgets.
2. A CAP on SPENDING for ALL Departments, PROGRAMS, BUDGETS and TAXES to the annual rate of inflation or below starting with the 2011 budgets.
3. SALARY REDUCTIONS of 25% for councillors and 25% reduction of expense accounts for councilors effective with the 2011 city's budget process. Each year thereafter salaries would be limited to the annual rate of inflation.
4. A SALARY FREEZE on ALL SENIOR and TOP Bureaucrats until they can manage to come up with some meaningful and enlightened ways and means for fiscal responsibility other than proposing to sell off assets, seek more taxing powers and going hat in hand to other levels of government to solve their own problems.
5. A CONSULTATION with non-union and union civil servant groups within the city TO CONSIDER an introduction of a PENSION LEVY for all Toronto’s public service workers as an alternative to pay cuts in order to help resolve the city’s fiscal problems.
6. Random drug testing program be implemented for all members of council, all civic employees union and non union alike including the Police, Fire, EMS and TTC effective January 1st 2011 as a condition of continuing employment with the city.
7. Business taxes SHOULD BE FROZEN, so we can lower the tax ratio of business to residential TO BE COMPETITIVE with our GTA neighboring municipalities.
8. Budgets, must be PRIORITIZED ON CORE SERVICES and costs trimmed to balance the books.
9. REMOVE, AS MANY COSTS AS POSSIBLE, from our property tax base, by replacing these costs WITH REVENUE NEUTRAL USER FEES in the areas of the TTC and other services.
10. DISCRIMINSTION AGAINST NON UNIONIZED CONTRACTORS AND SERVICE PROVIDERS for outsourced services and work must be STOPPED, to ensure fairness and cost effectively.
