April 1, 2010 - PRLog -- Colombia's telecoms regulator has begun an investigation into market dominance that could see some operators facing regulated off-net tariffs if found to be dominant. Mobile market leader  Comcel, whose market share increased to 65% by Q308, seems the most likely to be impacted by this. Coupled with the regulator's look towards introducing mobile number portability (MNP) as soon as possible, this reflects a stronger stance from the CRT in maintaining competition in the market. This bodes well for Colombia's future development as the mobile market approaches maturity. The biggest news for the mobile market was the introduction of 3G services by all three operators in 2008 with Comcel kicking off the year with one of parent company  América Móvil's first 3G launches of 2008 in January. It remained the only 3G operator until the end of October when  Tigo launched its own network followed just a few weeks later by  Movistar's December launch. This puts Colombia in the ranks of Argentina and Chile, the region's most developed markets, in terms of market development and should help see some growth in the market's ARPU rates as customers increase their spending on their phones. The 3G launches have seen several new technologies and value-added services (VAS) introduced by all operators. There is little data available at present regarding the number of 3G subscribers in the market although Tigo said it had 10,000 3G users within the first month of its launch. This was mostly driven by the company's free 3G access for the first month helping to drive usage. However,  BMI believes that many of these subscribers will not become regular 3G users. Nonetheless, this is an impressive showing over such a short period of time and highlights the potential for good growth of 3G services in the Colombian market. Reflecting the high interest in 3G services the  Colombia Telecommunications Report Q209 has new sections analysing the VAS market in Colombia and the types of technology and applications that have been made available. As such the fixed-line and broadband data sections of the report have remained unchanged for this quarter with a full update to be undertaken for the Q309 report.
