March 25, 2010 - PRLog -- The outgoings Mayors “left leaning socialist ideology” who is in the pocket of the unions and his backers with their position for the redistribution of wealth, larger governments, non union contractors not allowed to bid or compete for our government service or city contracts is DISCRIMINATION.

This policy is at the direct expense of taxpayers and free enterprise and emphasizes the fact that the time for real meaningful change in Toronto is now by electing not only a new mayor but a NEW SLATE of councillors for Toronto.

The majority of incumbents for the past 12 to 20 years on council are either openly supportive or closet representatives of the outgoing Mayors “left leaning socialist ideology” have controlled the current budget structural strategy of spending and taxing at twice the rate of inflation by borrowing on our children’s earnings must end on October 25, 2010.

Pete Clarke believes councilors have to manage city hall not be led by city hall. A new tax, a slice of the sales tax or income tax is not the answer! This is just more of the same tired old thinking of how to raise money to continue the existing unsustainable structural budget strategy of taxing, spending and borrowing until the city goes bankrupt.

Peter Clarke as a new candidate along with other new candidates seeking office will ensure the people that our councils spending, budgets and taxes will be CAPPED at the annual rate of inflation or below starting in 2011.

With our city’s labour costs account for 50% of our taxes and the TTC has a 70% slice of the overall budget for the city. All these cost are unsustainable and we must look at realistic ways to reduce such cost.

Peter Clarke believes that Toronto urgently needs an annual Zero Based Budgeting process for all departments and coupled with Activity Based Costing of all programs commencing October 25, 2010.

No one is talking about the duplication of services or that Toronto is awash in red tape and regulations and bylaws etc that have adversely affected, renters, homeowners and business alike in Toronto.

Services which the Province and the Federal Government mandate and require Toronto to administer, when mandated must be funded at 100% by the government that mandates such services.
