Further they continue to ignore the much needed process of city-building as a whole or come up new ideas and solutions to these financial problems. Instead they isolate themselves with non core issues and duplicated services that are not the responsibility of our renters, homeowners and business based taxes. All deliberate political policies to subsidize the cost of programs from our property and business tax base are unsustainable on the property tax level. Efficiency and cost savings are lost when users of such services are sheltered from paying the actual cost of a service at the direct unnecessary expense of all Toronto ratepayers and businesses. CLARKE proposes that Toronto's budget process be on an annual ZERO BASED BUDGETING PROCESS for all departments and programs COMMENCING with the 2011 budgets.
