Clarification required & demands to be considered from assam vle union

       We, the following signatories, would like to request your immediate clarification regarding the following quarries:

1.     Why the information as per http://www.mit.gov.in/ or http://www.csc-india.org/ differs from your actual activities?
2.     What is the total amount a VLE should invest? Which Bank will provide us the Loan? What are the Terms & Conditions regarding the Bank Loan? What is the Interest Rate?
3.     The SCA told us at the time of rollout that we will be provided with subsidy by the Govt. What type of subsidy did you mention about?
4.     The GOI has sanctioned an amount of Rs. 880 Cr to BSNL for providing Broadband Internet Connectivity to the CSCs. Why the SCA is not yet capable of providing BSNL Internet Connection even to a single CSC?
5.     Why the SCA is not providing us any Invoice for the equipment supplied to us? How would we suppose to know how much money we are investing for each of the equipment?
6.     The SCA gets upto 50% share for every online service we deliver. Then why the SCA is charging us another Rs. 500/- per month as License Fee?
7.     What type of Service Technical Support and to what extent SCA should provide to the VLE?
8.     As per MD, Amtron we have 5 years onsite warranty for each equipment. But you say that we have only 3 years of warranty. Why do the comments of SCA & SDA differ regarding warranty?
9.     It is seen that most of the VLEs having problems with their equipment even after complaining to the Support Team for a period of upto 16 months. Why is such inconvenience happening regarding warranty?
10.   As per Microsoft, the basic sign of a genuine Windows Operating System is the COA (Certificate of Authentication). But our laptops are preinstalled with Windows XP SP II without any COA, why?
11.   It is seen that in some areas there are more than two CSCs at a radius of less than 500 meters!!! Is there any definite rules regarding allotment of CSC as of their proximity etc.?
12.   Why the SCA is not yet capable of providing 10% of the total services as per their commitment even after 17 months of the rollout? Why not a single piece of G2C service is not provided till date?
13.   Why we have been provided with some unbranded products?
14.   Why is the downtime of the portal more than 50%?
15.   Why is your company collecting Blank Cheques from the VLEs in case of 12K Scheme?
16.   Why does the Brands & Configuration of the equipments as mentioned in the CEO Report and the Report supplied to SBI from your end differ from what the VLEs have actually got?
17.   How much does the SCA invest for the maintenance of the Portal?

Our demands considering the present condition:

1.     Transparent information regarding project, planning, service and other details should be provided in written.
2.     Proper Invoice stating CST, AGST, VAT, TIN etc. of the equipment should be provided to each VLE immediately. Moreover, the prices should not exceed the market price.
3.     Genuine Microsoft software alongwith Installation Media and COA (must) should be provided.
4.     All unnecessary & unbranded products should be taken back & price of these equipment should be deducted from the loan amount. The VLEs who have already signed the Bank Loan should be refunded the said amount alongwith the interest they paid for that amount in cash (STRICTLY NOT IN TERMS OF SKASH CARD RECHARGE).
5.     The process for providing BSNL Broadband Internet should be started immediately and the VSAT of the VLEs, who do not need it, should be removed and the amount (Rs. 40,000) should be refunded.
6.     The License Fee of Rs. 500/- should be waived immediately and 75% share for every online service should be paid to the VLEs.
7.     The downtime of the Portal is more than 50% currently. It should be minimized to at least 98%.
8.     Correct & intelligible information of each and every transaction alongwith service tax, transaction time & other details should be provided in Daily Account in the Portal and should be in a printable format.
9.     At least 90% Service alongwith G2C Services (all 15 Services mentioned in e-district) should be launched immediately.
10.   Servicing & Replacement of the damaged equipment should be ONSITE & QUICK. In case more time required for repair, standby equipment must be provided.
11.   If any Financial Govt. Support is there for the VLEs, it should be informed immediately.
12.   SCA should immediately take lead for providing the VLEs various Govt. Jobs like NREGA, Data Entry etc.
13.   SCA should replace all those unbranded, laptops with low configuration & all damaged and unnecessary equipments within 15 days in case of all the VLEs who have completed Bank Documents.

       A written letter answering all our queries & demands is expected from your end within 7 days i.e. on or before 31/01/2010. Otherwise we will be compelled to go for a democratic movement like Stay in demonstration at SREI District Offices, Obstruction of Road in every district at the same time same day etc. Further you should be aware that any damage and mess-up for this movement you will be held responsible.
       Hope, you will be kind enough to feel our pain and consider our demands.

Arunodoy Kendra (Common Service Center) are established all over Assam with a view to deliver various G2C (Govt. to Citizen), B2C (Business to Citizen) & Utility Services to the citizens of rural areas under National E-Governance Plan. The project was launched on 3rd September, 2008 at Guwahati by Hon'ble Chief Minister of Assam Mr. Tarun Gogoi and IT Minister Mr. Himanta Biswa Sarma.
n Assam a total of 4375 CSC are being established by two SCA (Service Center Agency) namely SREI Sahaj E-Village Ltd. & Zoom Developers Pvt. Ltd. under guidance & supervision of a SDA (State Designated Agency) namely AMTRON. Each CSC will be run & operated by a Village Level Entrepreneur (VLE).N
This site is developed with view to communicate all the VLEs of Assam and share our ideas, business prospects and of course our grievances. Because we believe that the unity of the VLEs has become the most essential thing to bring E-Governance in our state.
