Jan. 27, 2009 - PRLog -- Effective Aug. 2, 2006, the Petroleum Underground Storage Tank Remediation, Upgrade and Closure Program provides loans and grants to eligible applicants to help finance project costs for the closure and replacement of a non-leaking residential underground storage tank (UST).

What does this mean, In a nutshell, if you qualify, the program will

· Remove an Underground Storage Tank whether it's
o in use and you want to switch to gas
o or if you stopped using it and switched to gas or an alternative heat years ago.
·  Remove and Underground Storage Tank and install a new Above Ground Storage Tank if you prefer to stay on oil heat.

Most important, if your tank leaks, you will be covered for the cleanup (remediation) also.

NJDEP Grant Requirements:
1. You must have a federal taxable income of less than $250,000;
2. Your net worth is not more than $500,000 (excluding your primary residence & pension); and
3. You spend more than 51% of your income on living expenses (including mortgage, car and insurance payments)

Why take advantage of this program.

First and foremost.

Buried oil tanks raise increasing environmental, safety, legal and economic concerns for home owners and home buyers because oil leaks underground or even within buildings can lead to both environmental damage and very costly cleanup operations.

Having to install a new above ground indoor oil storage tank involves significant expense, perhaps $2000. to $4000. to remove the old tank and install the new one.  (the state will reimburse up to Removing or abandoning a buried oil tank is more costly. If an oil tank has leaked the cost to clean up contaminated soils can be very significant, But the NJDEP grant program will cover the complete cleanup.  (provided you have been denied by your homeowners insurance policy.

While Home heating oil tanks are excluded from Federal and NJDEP Regulations about oil storage tank reporting and monitoring, the are addressed NJDEP regulations once they leak.

In any case, should a home heating oil tank causes a release of oil into the environment, at that point the owner of the tank is not exempt from the other provisions of the State or Federal Regulations: the leak needs to be reported to NJDEP.

Who can do the work: Companies must be certified by NJDEP in Tank Closure and sub surface evaluation.   What that means is you can't hire any excavation contractor to complete the work, nor can you do the work yourself and get re-imbursed.

Petroleum Underground Storage Tank (PUST) Program: The PUST program helps finance eligible project costs for the closure/removal and closure/removal/replacement of a non-leaking residential underground storage tank.

What are the eligible costs for reimbursement?

Removal of the underground storage tank - Up to $1,200

Removal of an underground storage tank and replacement with a above ground or underground storage tank(*) - Up to $3,000

(*)Tanks should be replaced with an AST whenever possible

What are the NJEDA requirements for eligibility? - Taxable income not to exceed $250,000. Net worth of not more than $500,000 (not to include primary residence and pension) Determine financial hardship – you spend 51% or higher of annual income on annual living expenses (ie. mortgage, insurance, loan payments, credit card debt, etc.)

Is the application process difficult? - Not if you let SREC help you with the application process." Most people have said it's similar to completing a tax return or mortgage application (we know, not a lot of fun). With SREC's help we ease the burden of filling out all the necessary paperwork. Our goal is to ensure that our customers' applications are 100% complete so that the NJEDA can easily review the application, and reimburse the funds timely.

When do I apply for the grant? - An application needs to be submitted once the work has been finished.

When do I complete the application for reimbursement? - As soon as possible. Not only does SREC manage your project from start to finish, we help our customers complete all the necessary forms to submit to the NJEDA.

What happens if I am denied a grant award? - Loans are available through the NJ EDA.

Are their any fees to apply for the grant? - The good news is SREC does not charge a fee to help you complete the application. The bad news is there is a $250.00 non-refundable application fee that you pay to the NJEDA.

What if my tank is leaking? - Fortunately, more funds are available to reimburse eligible costs incurred to clean up the contaminated soils. The New Jersey Department of Environmental Protection and NJEDA administers the program jointly to provide funding to eligible homeowners to clean up a discharge resulting from a leaking underground storage tank regulated and non-regulated.
