Government of Malaysia Implements National Security Solution from Nexbis Sdn. Bhd.

The Government of Malaysia through the Ministry of Home Affairs has signed an agreement with Nexbis Sdn. Bhd., for the supply of a forensic level National Security Solution to the Immigration Department for foreigners entering or working in Malaysia.

June 2008 - In a continuing effort to strengthen national security, the Government of Malaysia through the Ministry of Home Affairs has today signed an agreement with Nexbis Sdn. Bhd., for the supply of a forensic level National Security Solution to the Immigration Department of Malaysia for foreigners entering or working in Malaysia.

Y.B. Dato’ Chor Chee Heung, Deputy Home Affairs Minister represented Y.B. Dato’ Seri Syed Hamid Albar Tan Sri Syed Jaafar Albar, Home Affairs Minister, officiated and witnessed the agreement signing ceremony at the Kuala Lumpur Hilton Hotel. The agreement was inked in conjunction with the Bali Process Conference hosted by the Immigration Department of Malaysia, co-chaired by Australia Government, and attended by H.E. Mr. Richard Maude, the Deputy Australian High Commissioner to Malaysia, senior government officials from over 50 participating countries and numerous international agencies.  The Bali Process is an inter-government initiative to foster collaboration in combating people smuggling, trafficking in persons and related transnational crimes in the Asia-Pacific region and beyond.

The agreement was signed by YBhg. Tan Sri Abdul Aziz bin Mohd. Yusof, Secretary General of the Ministry of Home Affairs and YBhg. Dato’ Ahmad Faizal bin Datuk Wira Haji Jaafar, Deputy CEO of Nexbis Sdn. Bhd.  Also witnessing the agreement signing were YBhg. Dato’ Wahid bin Md. Don, Director General of Immigration and YBhg. Dato’ Sri Johann Young, Chairman and CEO of Nexbis Sdn. Bhd. Foreign delegates from the participating countries to the Bali Process, senior officials from the Ministry of Home Affairs, Immigration Department of Malaysia, Nexbis Sdn. Bhd. and the Media were present at the event.

Speaking at the signing ceremony, Tan Sri Abdul Aziz bin Mohd. Yusof said that NexCodeTM will enhance and increase the Immigration Department’s nationwide enforcement capabilities with access to secure information in real-time.  NexCodeTM will also be able to extend the same capabilities to other larger enforcement agencies such as the PDRM, RELA, AADK and Jabatan Penjara (Prison) within the Ministry of Home Affairs to deal with foreigner related issues and curb crime.  These advantages will promote higher efficiency, help to address issues of people smuggling, trafficking and fraud.

“This agreement paves the way for the Government of Malaysia to develop significant and coordinated inter-department and inter-government collaboration via NexCodeTM’s capability to cross-link between agencies and even governments to assist in internal and transnational crime,” Tan Sri Abdul Aziz added.

Tan Sri Abdul Aziz explained that current security solutions available in the market utilise first and second level security (L1S and L2S) technologies only. However, such levels of security have been proven insufficient to provide comprehensive security coverage, as these either have limitations in use or have been compromised.  RFID technology used in many security solutions, for example, has been proven to have serious security flaws whereby identity information can be stolen and cloned.  This has resulted in the Government of Netherlands, where the security flaw was exposed, to issue a public warning on the matter.

The use of NexCodeTM provides Level 3 Security (L3S) which is acknowledged to be the highest level of security available globally to meet with heightening demands of stronger security and to address increasing threats of local and international crime.  The solution will give the Ministry of Home Affairs the final Level 3 Security not in place today.

Under the agreement signed, Nexbis Sdn. Bhd. is supplying to the Immigration Department its National Security Solution which involves the application of NexCodeTM security features onto existing immigration identity and travel authentication to ensure information is correctly linked to intended identities and the detection of fraudulent activities which usually relate to other forms of crime.

In addition to this, all Immigration enforcement officers will be equipped with secure mobile phone-based field enforcement applications to carry out identity verification operations around the country.  This completes the capabilities of the Immigration Department to perform forensic level enforcement on a nationwide basis with secure access to information and statuses from its live databases.

Meanwhile, in his statement, Dato’ Sri Johann Young stated that the collaboration with the Immigration Department, Ministry of Home Affairs signals the start of enhancing the nation’s security further, addressing issues faced by the country today in terms of immigration related crimes and the exploration of potential Intra-Government and Inter-Government security initiatives within Malaysia and with its neighbouring countries such as Thailand, Indonesia, Philippines and Brunei in combating illegal immigration, crime and even terrorism issues.

“We believe NexCodeTM is the solution to address a spectrum of issues faced today by many governments worldwide in terms of national security, identity protection and effective enforcement. NexCodeTM has patents filed in 140 countries and will pave the way for more efficient information sharing between ASEAN governments as well as other potential governments who may adopt our solution, whilst retaining their sovereign data integrity and security,” he added.

“Based on global security technology standards similar to that mandated by the U.S. Department of Homeland Security in compliance with the U.S. REAL ID Act of 2005, the NexCodeTM Level 3 Security solution not only includes identity protection but also crime and riot prevention, fraud control, terrorism deterrence, revenue assurance, intra and inter-government modules. In addition, NexCodeTM features unlimited data storage, availability of real-time statuses and truly mobile field enforcement capabilities,” Dato’ Sri Johann concluded.
