Napurano said Scrapit’s virtual yearbook is not a social network. Moreover, ScrapIt’s yearbook is in full compliance with the Children's Online Privacy Protection Act of 1998, the Federal Trade Commission requirements for websites that collect information from children less than 13. In addition, the yearbook adheres to the Family Educational Rights and Privacy Act, a federal law that protects the privacy of student education records.
