Protest of $110 Million NASA Glenn Contract resolved in favor of Northeast Ohio Company

U.S. General Accounting Office (GAO) upholds V2 Technology's contract award and lifts stop-work order to allow implementation of 5 year, $110m information technology (IT) contract

CLEVELAND - May 7, 2015 - PRLog -- V2 Technology LLC, a northeast Ohio-based specialized IT consulting firm, announced today that the US General Accounting Office (GAO) has resolved a succession of protests regarding a contract award from the National Aeronautics and Space Administration’s (NASA) Glenn Research Center (GRC) in Cleveland, Ohio. As a result, NASA has lifted a stop-work order implemented when V2 Technology won the $110M Contract in February 2014 along with winning team members, led by prime contractor Peerless Technologies Corporation, based in Fairborn, OH, and including DB Consulting Group, Inc., based in Silver Spring, MD.

NASA GRC’s Professional, Administrative, Computational, and Engineering Services IV (PACE IV) is a 5-year, $110M Indefinite Delivery, Indefinite Quantity (IDIQ) contract now scheduled to begin June 1, 2015. V2 has been performing similar services for the past 36 months as a sub-contractor under the predecessor contract – PACE III.

Through PACE IV, V2 and its team members will deliver products and services in Information Technology (IT) and Information Management to NASA’s GRC and its associated sites and facilities – including performing technical tasks in the areas of Computer Science, Computer and Software Engineering, Security, Networking, Application Development, IT Project Management, and Web Services in order to assist the GRC in meeting the objectives of its research, development, engineering, and institutional missions.

In the GAO’s decision denying the protests to the original contract award, a deciding factor was attributed to the work V2 had been performing at NASA. The source selection authority (SSA) concluded as a result of “the direct experience and overall successful performance record on the preceding contract to this award (PACE III), there is a very high level of confidence that V2 and the winning team will successfully perform the required effort, that relevant past performance is of exceptional merit and is very highly pertinent . . ., indicating exemplary performance in a timely, efficient, and economical manner.”
