(GAI) welcomes Construction Management Technician Jose Garcia, Construction Technician Annaleis Hulina, Senior Project Engineer Anthony Fortin, P.E., and Project Environmental Specialist Jim Grafelman to its Community Development Business Unit. These new additions address growing client needs in Wisconsin and add valuable expertise to GAI’s team.

Jose Garcia | Construction Management Technician
• Mr. Garcia specializes in construction engineering and inspection and materials testing.
• He is assisting GAI’s engineering staff with the Village of Sturtevant’s Willow Road Realignment and Extension and the Village of Pleasant Prairie’s Water Systems Improvement project.
• Mr. Garcia has both an A.E.S. and A.S. in Civil Engineering from Elgin Community College in Elgin, IL.

Annaleis Hulina | Construction Technician
• Ms. Hulina is an experienced mechanical engineering technician who specializes in residential and commercial property design.
• Anna holds an A.S. in Architectural/Structural Engineering from Gateway Technical College in Kenosha, WI and is a member of the Women Society of Engineers.

Anthony Fortin, P.E. | Senior Engineer
• Mr. Fortin brings over 20 years of civil engineering expertise for commercial site development projects including stormwater management, erosion control, and Wisconsin DNR coordination.
• He is currently working on the Village of Sturtevant’s 2015 Paving Program and Village Hall Parking Lots Rehabilitation project and the Racine Water Utility’s East Frontage Road 16-inch Water Main Extension project.
• Mr. Fortin holds a B.S. in Civil Engineering from the University of Wisconsin–Madison. He is a professional engineer licensed in both in both Wisconsin and Illinois, allowing GAI to offer services to a broad range of clients.

James Grafelman | Project Environmental Specialist
• Mr. Grafelman has over 34 years of experience specializing in environmental and regulatory science including wetland delineations, Phase 1 Environmental Site Assessments, environmental permitting, and feasibility studies.
• Jim is currently providing wetland program management services for WisDOT’s NCR Environmental Coordination project.
• He is a past president of the Oneida Trails Corporation (OTC), a not-for-profit organization dedicated to building non-motorized trails in northern Wisconsin and brings experience coordinating with local governments, civic organizations, the Wisconsin DOT, and Wisconsin DNR.
• Jim holds a B.S. in Biology from Bemidji State University and is certified as a Professional Wetland Scientist (PWS). He is a member of the Society of Wetland Scientists.
