Neal Insley to be NABCA General Counsel

March 9, 2015 - PRLog -- J. Neal Insley, former Chairman of the Virginia Department of Alcoholic Beverage Control and Chairman of the Board for NABCA from 2010-2013, will become the association’s new full time, in-house general counsel. Insley begins this position on Monday, April 13.

“We believe Neal will be an excellent resource for our members and our staff.  His background and credentials make him a perfect candidate for this position,” said Jim Sgueo, NABCA president/CEO.

Insley began his career in 1993 as a police officer with the Virginia Marine Police. In 1996, he was hired as a special agent with the VABC. In 1999, he began attending law school and continued to perform his duties as an ABC Special Agent. In 2003, he graduated from law school and was admitted to practice law in Virginia.

He later left VABC to work as a state prosecutor in two separate jurisdictions. He then entered the private sector and focused on alcohol beverage law. In his private practice, he has represented clients in an array of alcohol beverage control related issues ranging from small, sole-proprietorships to national chain restaurants, distributors and manufacturers of alcohol.

In 2010, Virginia Governor Robert F. McDonnell appointed Insley to serve as Commissioner and full-time Chairman of the VABC board. Insley’s most recent position was Member (partner) in the Hospitality and Government Affairs practice groups for the Richmond office of the law firm of Eckert Seamans Cherin and Mellott, LLC. His focus was on hospitality, government affairs, administrative law and regulatory/policy issues.

Among his awards, Insley was the recipient of The Center for Alcohol Policy’s (CAP) inaugural Leadership in Alcohol Regulation Award, which honors the work of alcohol regulators who oversee the alcohol industry and promote public safety.
