USDA Food Safety Inspection Service Issues Final Rule on Raw Meat and Poultry Labeling

On 31 December 2014, the United States Department of Agricultural (USDA) Food Safety Inspection Service (FSIS) issued their final rule for the labeling of raw meat and poultry products with added solutions.

The USDA FSIS requires all raw meat and poultry products not meeting a standard of identity, that also have added solutions, to declare the percentage solution as part of the name. All words and the percentage must appear in a single easy to read type style and color, on a single color contrasting background. The percentage of solution must appear as a number with a percentage sign (%) and can be declared by the use of the word ‘containing’ or ‘contains’. For example, “Chicken Breast Contains 10% Added Solution of Water and Salt”. The word enhance will not be allowed.

Meat and Poultry Containing Added Solutions – List of Ingredients

Common and usual names of the ingredients in the solution are to be listed in descending order of predominance by weight.

Additionally, the USDA FSIS is removing the standard of identity regulation for ready to cook poultry products to which solutions have been added.

Meat and Poultry Labeling – Product Name

If the product name appears in upper and lower case letters, the lower case letters cannot be smaller than one-third the size of the largest letters. This part of the regulation will become applicable on 1 January 2018.
