Early settlers began to develop the upper Mississippi River along the St. Anthony Falls because the falls were a good source of power for flour mills. In the 1820s, a US military outpost – Fort Snelling – was built on the western site of the river. In 1837, the Native Americans who occupied the eastern bank of the river were relocated. Due to an 1852 act from Congress, 26,000 acres was opened up to private development and a riverfront land rush occurred. A community named Minneapolis began to form on the west bank. Following this, a string of small mills began to open along the riverfront. The riverfront has experienced milling development, milling decline, and recently, a revival to become a major residential, cultural, and recreational center.
