Currently the latest 3ds firmware is V9.3.0-21, if your 3ds firmware is not on the latest V9.3, for example, if it's on V9.2, V4.6 or any other versions between 4.6 and V9.2.  Make sure do not update, just stay on the V9.3 below firmware and do not update to V9.3.
