SEBAC Announces Recipient of 2014 Award for Excellence

AFICA/AFCEC Receives Recognition for Its Excellent Record of Awarding Prime Contracts to Small Environmental Businesses
By: SEBAC
WASHINGTON - Nov. 13, 2014 - PRLog -- The Small Environmental Business Action Coalition, Inc. (SEBAC) is pleased to announce the recipient of this year’s Award for Excellence in Awarding Small Business Prime Contracts.  The recipient is the Air Force Installation Contracting Agency (AFICA) (formerly 772 ESS) / Air Force Civil Engineer Center (AFCEC).  SEBAC presents the award to recognize a federal agency’s demonstrated commitment to small environmental business through its awarding of small business prime contracts.

SEBAC researched procurement data specific to NAICS codes 562910 and 541620 among federal agencies and evaluated the data based on the number and quality of agency procurements and the agency’s overall commitment to small businesses to determine the recipient of the Award for Excellence. This evaluation is based on a pre-established set of criteria which includes three key components:

•    The agency’s ability to meet or exceed projected goals for fiscal year;
•    The agency’s quality and quantity of small business awards; and
•    The agency’s progress towards improvement in attaining goals (percentage increase and/or proven improvement)

SEBAC selected AFICA/AFCEC for its strong support of small environmental businesses as demonstrated by the quantity and quality of small business prime contracts within NAICS codes 562910 and 541620.  In government fiscal year 2014, AFICA/AFCEC far exceeded the SBA’s statutory goal of 23% by awarding 46.8% of prime contractor dollars in NAICS 562910/541620 to small businesses. This was a significant increase from 2013, in which AFICA/AFCEC obligated 34.6% in these NAICS codes to small businesses.

We also recognize AFICA/AFCEC for acknowledging the strength of the environmental small business community by setting aside major contracts, such as fence-to-fence environmental compliance and performance-based remediation contracts, for small businesses.

SEBAC President, Doug DeFazio, and Award for Excellence sponsors EA Engineering Science and Technology, and I.C.E. Service Group will present the Award during SEBAC's Networking Reception and Award Presentation at the Kansas City Convention Center in Kansas City, Missouri on December 10th.
