Green is unwittingly compelled by the spirits of the two dead children to bring their killer to justice.  He launches a cold case review of their murders and uncovers a tangled conspiracy of organized crime and corruption, which extends from his own department to specialized units within the FBI and State Department.  Green discovers that freeing the trapped souls of the children may be the only way he can save his own.

While Levinson’s extensive career provided background information for his stories of murder, drama, and devastation, his experiences with the human condition at its worst also took their toll.
