Much has been made of Chancellor George Osborne’s announcement on Brownfield Housing Zones, with planning authorities required to put ‘development orders’ on over 90% of brownfield sites that are suitable for housing. But how is it going to work out in practice?

An evening seminar on the implications of the proposed development is being held by Brownfield Briefing at, 6-9pm, 106-109, Saffron Hill, London, EC1 on 30 September.

What is the role of local authorities in bringing brownfield development forward? How can Local Development Orders (LDOs) help? What does land suitable for housing actually mean? Are statutory guidelines still in place to develop this land? What funding is available?

The seminar will also examine how brownfield sites not currently seen as viable could be “unlocked” and accelerated through the planning process. How will the need for housing be balanced with the requirement to conserve “land of higher environmental value”? And are LDOs anti-localism and to what extent will local residents be consulted in zone planning?

What is the Greater London Authority’s role in making land available for housing development? How will land be prioritised and made viable and how will funding be allocated, and what is expected of the boroughs?

What are the practicalities of designing and implementing LDOs including time, resource and costs? What level of additional detail will be required compared to current planning documents? What are the advantages and disadvantages of new LDOs over the current planning regime and to what extent can local authorities retain control over the planning and development of their towns and how can they influence this?

Speakers will include Dominic Curran, Senior Housing Policy Officer, Greater London Authority; David Dewart, Service Manager: Building Control and Planning Special Projects, Swindon Borough Council, Neil Goldberg, Strategic Planning, London Borough of Haringeyand James Stevens, Strategic Planner, Home Builders Federation who will also take part in a panel debate. Chair is Andy Moffat, Director, AJ Moffat & Associates and Chairman, British Land Reclamation Society (BLRS).
