MCLEAN, Va. - June 24, 2014 - PRLog -- Dr. Norm O’Meara, senior fellow at LMI, is staff coordinator of the 12-person National Research Council team charged by Congress to systematically review manning and operating procedures of air traffic control in the United States.

Findings of the team’s report, which used modeling and data analytics to assess staffing and operations at 315 air traffic control facilities across the country, were released to the media on Fri., June 13th, generating wide media coverage (See links below.)  The report itself is with a transportation sub-committee for review in anticipation of hearings and expert testimony starting in July.

Concurrent with his term on the National Research Council air traffic control study team, O’Meara is also serving on the expert panel reviewing Federal Aviation Administration safety inspector staffing.

Factored into the National Research Council’s air traffic control report are the impacts of the Next Generation Transportation System, an major modernization initiative that LMI is assisting both NASA and the FAA with, since it involves shifting from ground based radar to satellite systems.

O’Meara has analyzed manpower, workforce planning, and resource allocation issues the last 20 years at the highest levels of government, including the Departments of State, Defense, and Transportation.  During the last base realignment and closure round, he led the Department of Defense analytical team charged to make determinations and recommendations on depot maintenance and the industrial base.
