What makes this news is that fiber optic lines are expensive to lay. T1 is easier because there was already copper lines in the ground from the days of every home and business having a phone. Fiber Optics is different. First of all, the materials are expensive, and then there is the battle over who possesses the rights to a line when it is placed in the ground and is another allowed to use the same path (or do they even want to given how expensive it is to lay lines)
Getting the companies who control this underground real estate to cooperate to offer services is complicated. It involves many moving parts. According to Andrulis, "This will be a game changer for companies relying on slow Broadband and T1's - there will be a lot less sitting and watching the computer wheel spinning waiting for things to load. The amount of time saved by a company will often pay for the line when working out the ROI."
