Rodney Moore, the first Georgia attorney to serve as president of the National Bar Association and one of the National Law Journal’s “50 Most Influential Minority Lawyers in America,” says he and Serena Sparks shared a vision of establishing a full-service, certified minority-owned law firm that provides superior quality and diverse and efficient client service. That was the impetus for forming Moore Sparks.

Serena Sparks is known as a municipal law guru, having served as a trusted advisor to the City of Atlanta’s public safety and finance departments for nearly a decade. As a member of the senior management team for the City’s law department, she was actively engaged in the development and implementation of departmental processes and policies and the annual departmental budget. She is an active member of the National Association of Bond Lawyers. “Today’s clients, public and private alike, require prompt attention and efficient service from their counsel. We have a unique understanding of the challenges our clients face having served as in-house counsel,” said Sparks.

Moore is considered one of the country’s leading education law attorneys. During his term as General Counsel for the Atlanta Public Schools from 2000 to 2005, the school system won national acclaim for its school board and school system governance. While at Baker Donelson, Moore was instrumental in securing the firm’s designation as “Education Law Firm of the Year” by US News & World Report in 2013. He also led Greenberg Traurig’s Education Law practice for five years.

Damon Elmore, a former in-house lawyer and vice president of human resources with Genuine Parts Company in Atlanta, recently joined the firm as Member. He brings more than 18 years of diverse experience representing public and private sector clients. Elmore led a major division of Genuine Parts and provided strategic oversight, guidance and direction for employee relations, compliance, investigations, recruitment and crisis management. He is a past president of the Young Lawyers Division of the State Bar of Georgia, and a current member of the Bar’s Board of Governors.

Rory Starkey is Of-Counsel to the firm. He previously served as a staff attorney for the law departments of both the City of Atlanta and Fulton County.  Starkey’s trial experience includes state and federal court trials in the areas of public safety, procurement, employment, torts (including premises liability) and construction disputes.
