CGR to Conduct Police Merger Study in Eastern PA

CGR has been engaged by townships in Eastern PA to study the financial and operating issues related to a potential merger of the West Goshen Police Department & Westtown-East Goshen Regional Police Department (WEGO)
 
March 5, 2014 - PRLog -- CGR has been engaged by the townships of East Goshen, West Goshen and Westtown in Eastern Pennsylvania to study the financial and operating issues related to a potential merger of the West Goshen Police Department and Westtown-East Goshen Regional Police Department (WEGO). CGR will partner with the Laberge Group, the Albany, NY-based engineering and planning firm, to complete the project. As CGR’s project footprint continues to expand throughout the Northeastern U.S., this engagement will be its first in Pennsylvania.

Westtown and East Goshen currently contract for police services with WEGO, while West Goshen operates its own police department. Suburbs of Philadelphia, the three towns have a combined population of nearly 50,000 and a land area of just over 30 square miles.

The project will examine the cost of police operations for both departments and will identify the impact of a merger on the operations and costs of police service. Areas to be examined include: staffing, personnel costs, pensions, post-retirement benefits, vehicles, equipment, weapons, facilities and department operations. The three communities plan to explore merger options that include the continuation of employment for all current uniformed officers. CGR will develop and analyze restructuring options involving organizational structures and practices. The options will be presented to the three Boards of Supervisors in a public meeting. As part of the project, CGR will launch a project-specific website to enable the public to follow the progress of the study.

CGR will complete the project in mid-2014.
