SEATTLE - March 4, 2014 - PRLog -- Oles Morrison Rinker & Baker, LLP, one of the West Coast’s most respected law firms with practice areas in construction law, government contracts and commercial litigation, is pleased to announce that Howard W. Roth has joined the firm as Of Counsel in its Seattle office.  Roth, a retired Lieutenant Colonel in the Army Judge Advocate General’s (JAG) Corps, will focus his law practice on government contracts, including bid protests, contract claims and disputes, rights in intellectual property, and maritime contracts.

Roth brings over 23 years of government contract law experience to the firm, ranging from Commissioner at the Armed Services Board of Contract Appeals to private practice, and most recently service as Deputy Staff Judge Advocate at the Army’s Regional Support Command (RSC) in California.

At the RSC, Roth was Legal Counsel to the program manager responsible for construction of over 50 buildings in seven states.  He resolved matters for contracting officers on RFPs, contract negotiations and discussions, protests, claims, and contractor compliance.  Roth also resolved commercial item and GSA Schedule contracting issues for over 180 facilities.

From 2002 to 2007, Roth served as Chief Government Contract Law Division for a nationwide military command.  He advised an acquisition team developing an IT data center with 45,000 users at 900 sites. He was recalled to active JAG duty in 2000 as a Trial Team Chief at Army Contract Appeals litigating bid protests and contract appeals.  Prior to being recalled to active duty, Roth was in private practice representing government contractors in the maritime, construction, and professional services industries.

Roth graduated in 1986 from William and Mary Law School.  He is a 1999 graduate of the Army’s Command and General Staff College.  He received his B.A. from the University of California, Berkeley in 1983. He is fluent in German and was a military scholarship student at Göettingen University in Germany.
