The decision also sends a strong message to the rest of the development and construction world that inclusiveness is profitable business for all stakeholders; This development takes place in a rapidly-changing neighborhood in Portland, Oregon, in which the community desires economic development but wants to ensure that prosperity is shared equitably by existing residents and underrepresented communities. Having a strong, local diverse prime contractor with established relationships in the local market expands the opportunity to engage other diverse contractors. Majestic’ Portland Development Commission (PDC) was created in 1958, as an urban renewal and economic development agency. Since the adoption of its equity-based, neighborhood economic development strategy, the PDC has shifted its mission from a traditional urban renewal agency to one that has made communities of color, lower income people, and traditionally underrepresented areas its top priorities.
