WASHINGTON - Nov. 25, 2013 - PRLog -- Chris Tonjes, CIO knows a thing or two about government websites. His vast experience allows him to be the perfect impartial media resource on the current Obamacare website issue.  Tonjes believes a comprehensive test & evaluation period should have gone live before the actual Obamacare website was published to the public.

“I don’t think these issues could have been prevented, but I do believe they could have been resolved before the public ever encountered them,” said Tonjes referring to the mass outages and other issues surrounding HealtCare.gov. “I’m certain Todd Park is just as frustrated as the rest of the Americans trying to access and complete requests for health insurance right now,” finished Tonjes.

Todd Park U.S. chief technology officer at the White House Office of Science and Technology Policy has promised the Obamacare website will be operational by the end of November.  Tonjes says many “outside occurances” can cause a well-designed website to go haywire. “In the IT professional, especially when dealing with people’s personal data and trying to prevent cyber attacks, we can only predict how a website will run. These predictions should be subjected to a test period. However, the test period alone can’t truly reflect how internal operations will handle millions of people trying to log on a website at once. This is where test, evaluation and experience comes into play.”

Chris Tonjes has experience is wide-ranging, including;  writing a multi-media training courseware for an Air Force cargo plane training program, supervising writers and editors in the development of large Federal Government proposals, acting as the Project Manager for a high net worth individual investor portal project with Merrill Lynch, acting as the  Project Manager for an HR benefits self-service benefits portal that transformed a paper-based HR processes into web-based self-service forms, and was a liaison with other E-government projects- including wireless, enterprise data warehouse, and enterprise architecture development for the District of Columbia- which also included revamping the city’s official website.

He is available to speak on the subjects of Information Technology, HealthCare.gov, and cyber security planning related to retail transaction for the upcoming holiday season.
