Michelle Lynn Jones was murdered while providing refuge to her aunt and uncle in her Maitland, Florida home during Hurricane Ivan. Michelle’s life and that of her aunt Teri were tragically taken by Teri’s husband, Charlie Brandt. When detectives responded to a crime scene in Florida, in 2004, they found Charlie Brandt hanging from the rafters in the garage of Michelle’s home. Inside the house, they found a scene of horror that reminded them of other murders. In 1978, thirteen-year-old Carol Lynn Sullivan's head was found inside a rusty paint can in Osteen, FL; her body was never found. Homeless transient Sherry Perisho was murdered in 1989, after moving to Florida from Illinois. Finally, in 1995, Miami prostitute Darlene Toler was deposited on the side of the road, wrapped up "like a  package." Perisho and Toler had their hearts removed; all three had been decapitated.

It was discovered that Charlie Brandt had murdered his mother, and attempted to murder his father and his older sister thirty three years earlier in Fort Wayne, Indiana, when he was thirteen-years-old. Released from a mental hospital in 1972, he had been living amongst the public as an invisible criminal ever since.

If Charlie’s record as a violent juvenile who had committed a murder had not been expunged, there might not have been other victims.Toward this end, together with Michelle Jones’ mother, Mary Lou, Peggy Moore, one of Michelle’s best friends, is spearheading a three-part initiative outlined in The Michelle Lynn Jones Foundation to keep the records of juvenile violent criminals in an expanded database. The effort is finally being heeded in Florida, and both Jones and Moore hope and continue to pursue to have this serve as a model for the rest of the country.
