This city has benefited by lobbyists who have used their influence to promote elements and issues in the city’s best interest. James H. Moylan was a successful lobbyist for Douglas County for 35 years and still functions as a lobbyist with an expertise in tax issues especially concerning tobacco taxes. Furthermore, James H. Moylan is a practicing civil law and general practice attorney who has established his own law firm called the Moylan Law Office.

James Moylan is an alumnus of Creighton University in Omaha, where he studied and subsequently obtained his Juris Doctor. Early on he was Chairman of Democratic Party of Douglas County from 1966-1968, and for more than 35 years he has volunteered on the Archbishop's Committee for Development and Education. In 1976 he authored booklets outlining the guidelines of public officials: “Nebraska County Clerks Manual” and “Legal Responsibilities of County Officials”.  In addition he is an Alternate Attorney Member of the Nebraska Fourth District - County Court. He is a

member of the National Lawyers Association, Nebraska State Bar, Iowa Bar Association, University of Nebraska Board of Agents, and the Creighton University Alumni Association.
